Environmental System Trainer

·AGENCY DESCRIPTION:

SERCAP is a regional program operating in seven states (Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia and Florida) to provide training and technical assistance to low-income communities and community based organizations to assist with developing affordable safe drinking water/sanitary waste facilities and other needed services to serve low-income rural residents.

JOB TITLE: Environmental Systems Trainer

SALARY: $58,000

JOB DESCRIPTION:

Primary responsibility includes providing curriculum design and development support for SERCAP training programs, as well as to providing small system drinking water and wastewater technical expertise. The Environmental Systems Trainer will produce training curriculum and assist regional staff, regional partners, and other partners with instructional design and development. They may be called upon to serve as liaison to professional and non-profit organizations as appropriate, and on funding agencies’ topic-specific working groups along with RCAP National Working Groups.

DUTIES:

Specific Duties/Responsibilities:

· Support the development and delivery of technical assistance and training/educational materials to ensure high quality, interactive training resources are available to the communities in the region

· Provide training expertise to RCAP national and regional staff as needed.

· Develop training curriculum for both in-person and online (synchronous or asynchronous) training delivery for internal and external audiences, including eLearning and videos.

· Develop and advise on training policies.

· Work collaboratively with content experts as needed.

· Work with internal and external partners and contractors on curriculum development and delivery.

· Review and comment on training materials developed by SERCAP and other related organizations as needed.

· Assist in the planning and execution of internal capacity building activities including, but not limited to, the RCAP National Conference, Train the Trainer, Training Workgroup, and other events.

· Coordinate, schedule, and help facilitate SERCAP and RCAP webinars and instructor-led online trainings.

· Act as the drinking water and/or wastewater subject matter expert on matters relating to the delivery of training/educational materials across the SERCAP network. Manage training deliverables under the EPA NPA grants, USDA Technitran, OCS and other programs as assigned.

· Provide water and wastewater training expertise to SERCAP, RCAP national and regional staff as needed, including review of materials and regulations developed by federal and state agencies, RCAP, and other related organizations. Coordinate with regions and regional office staff on official regulatory comments to federal agencies on behalf of SERCAP.

· Research funding opportunities, generate, or contribute to funding proposals, including fee for service training.

· Serve as SERCAP liaison on training, wastewater and water issues with federal agencies, partner organizations and external stakeholders.

· Submit abstracts and make presentations at national and regional conferences.

· Maintain and further develop collaborative relationships with other water/wastewater industry groups, rural community development organizations, and other entities that complement the work of SERCAP, such as AWWA, WEF, WPI, and ASDWA and others.

QUALIFICATIONS:

Preferred Education and Experience:

A combination of experience and education is necessary to qualify for the position. A typical qualifying combination may include:

· Five (5) years of any combination of applicable experience in training, water, wastewater, or solid waste

· Experience developing and delivering adult education curriculum with an emphasis in hands-on, interactive training techniques; related certifications a plus. Instructional design experience for both in-person and online training.

· Experience in drinking water or wastewater management, finance, and/or technical operations; previous work directly with communities a plus.

· Experience with online training platforms (e.g. GoTo Training, Zoom, WebEx Training, etc.),

Acceptable Education:

Special course work related to the field of water and wastewater. Operator Certification in either wastewater or water is highly desirable. (Bachelor’s Degree preferred, but additional qualifying experience may be substituted for education).

Special Requirements:

Waterworks and/or Wastewater Works Operator Certification and/or utility management experience is a plus.

Possession of a valid driver’s license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of SERCAP corporate liability policy will be required when traveling for business purposes.

Knowledge of:

  • Water and Wastewater systems, particularly systems under 10,000 in population
  • Federal and State Laws impacting water and wastewater utilities
  • Resources available to small rural systems
  • Personal computers including word processing (preferably Word), spreadsheet and presentation programs
  • English language, grammar, spelling and punctuation
  • Federal, state, and local government agencies, programs, issues and regulations related to rural water and wastewater systems and facilities
  • Communication, facilitation, mediation and meeting management skills
  • Nonprofit, local agency and rural community organizations
  • General record keeping practices
  • General office procedures
  • Principles of adult learning

Ability to:

  • Use a personal computer at a high-level of proficiency. Use spreadsheet, database and presentation programs
  • Participate in and occasionally facilitate online meetings and web-based training
  • Proofread and edit documents
  • Demonstrate a high level of customer service skills
