General Statement of Duties

Operates a variety of medium-to-heavy equipment such as backhoes, boom trucks, front-end loaders, tandem dump trucks, and large tractors in landscape maintenance, street and drainage maintenance, construction work, and solid waste collection work.

Distinguishing Features of the Class

Employees in this class perform semi-skilled and skilled work operating light-to-heavy equipment. Employees may also operate boom trucks to collect and remove curbside furniture, appliances and yard waste; front-end loaders to move sand and other materials, build dunes, or lower driveway pipe into ditches; dump trucks to transport various materials; backhoes to maintain ditches, move debris and load trucks. Employees participate in general tasks involving construction and maintenance of public grounds, streets, drainage, facilities, and rights-of-way and in solid waste collection and disposal. Employees perform preventive maintenance and minor repairs to assigned equipment. Employees may work independently or as a member of a crew under regular supervision. Work is performed in accordance with general instructions and within defined procedures. Employees are subject to hazards, including working outside in extreme hot and cold weather, noise, vibrations, moving mechanical parts, dust, mist, oils, tight quarters, and narrow passageways. Work is reviewed while in progress and upon completion for adherence to instructions and established standards.

Duties and Responsibilities

Essential Duties and Tasks

  • Operates a front-end loader to load materials into dump trucks, lower driveway pipes into ditches, push sand, repair dunes, and perform related tasks.
  • Operates backhoes and front-end loaders to clear ditches, dig out asphalt or concrete, move mulch or load trucks.
  • Operates a large tractor with various side and rear attachments requiring skill and care to perform landscape construction and maintenance in parks, ball fields, vacant lots, and other areas.
  • Operates a tandem dump truck to haul rock from quarry to staging area and to road repair site, to haul debris to disposal area.
  • Monitors paving contractors; monitors contractors who are installing storm culverts; checks reports on maintenance needs for drainage systems.
  • Operates equipment in street and pedestrian traffic, around other ground utilities, and in tight places requiring care and skill.
  • Participates in general construction and maintenance of grounds, facilities, streets, asphalt, sidewalks, storm drainage, parks, beach accesses, ball fields, street signs, and other public facilities.
  • Performs preventive maintenance and minor repairs to assigned equipment.
  • Cleans and washes equipment on a periodic basis.
  • Reports any unsafe conditions of equipment and other necessary repairs to supervisor.
  • Keeps records of work activities.
  • Performs landscaping duties along roadside, curbs, and other public property.

Additional Job Duties

  • Paints equipment; performs minor welding on motorized equipment.
  • Performs related duties as required.

Recruitment and Selection Guidelines

Knowledge, Skills, and Abilities

  • Considerable knowledge of the operation, maintenance, capabilities, and limitations of medium and heavy equipment used in the area of assignment.
  • Considerable knowledge of the occupational hazards and proper safety precautions involved in the operation of heavy equipment.
  • Considerable knowledge of the traffic laws and regulations governing equipment operation.
  • Working knowledge of street maintenance including asphalt, concrete, drainage, and related maintenance and repairs.
  • Some knowledge of the town’s policies and procedures relating to solid waste and public works activities.
  • Skill in manipulating the controls of equipment in the area of assignment.
  • Ability to make minor equipment repairs.
  • Ability to understand and follow instructions and prepare simple records.
  • Ability to establish and maintain effective work relationships with the public and other employees.
  • Ability to keep simple records of work activities.

Physical Requirements

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, handling, grasping, feeling, hearing, and performing repetitive motions. Must be able to perform heavy work exerting up to one hundred pounds of force occasionally; and/or up to fifty pounds of force frequently; and/or up to twenty pounds of force constantly to move objects. Must possess the visual acuity to operate heavy equipment and distinguish details and differences in grading streets and prepare written records.

Desirable Education and Experience

Graduation from high school and experience in the operation of related medium-to-heavy equipment or an equivalent combination of education and experience.

Special Requirement

Possession of a valid North Carolina driver's license. Preference to applicants with a Class B CDL.
