The Estimation Engineer (Mechanical) is responsible for preparing accurate and competitive techno-commercial proposals for district cooling plants, water/wastewater treatment plants, and other mechanical infrastructure projects. The role involves detailed analysis of tender documents, quantity take-offs, cost estimation, vendor coordination, and preparation of bid submissions in line with client specifications and company strategy.
Key Responsibilities
1. Tender Review & Analysis
- Review tender documents, project specifications, drawings, BOQs, and technical requirements for District Cooling Plants and Treatment Plants.
- Identify scope gaps, deviations, and critical technical requirements.
- Conduct preliminary design evaluations and propose value-engineering options.
2. Quantity Take-Off & Cost Estimation
- Perform detailed mechanical quantity take-offs for:
- Prepare detailed cost estimates including materials, labor, equipment, subcontractor works, and indirect costs.
- Develop cost breakdown structures and pricing sheets as per tender format.
3. Vendor & Subcontractor Coordination
- Prepare and float RFQs to approved vendors for major mechanical packages.
- Evaluate technical and commercial offers and prepare comparison sheets.
- Negotiate prices and delivery terms to achieve optimal cost competitiveness.
4. Technical Proposal Preparation
- Develop technical submissions including methodology, equipment selections, compliance statements, and datasheets.
- Coordinate with design and engineering teams to finalize sizing, layouts, and schematic diagrams.
- Ensure tender compliance with local authority standards (DM, ADDC, DEWA, ADMCC, etc.).
5. Bid Submission & Support
- Compile final tender packages including price build-up, BOQ, clarifications, assumptions, and exclusions.
- Participate in internal tender review meetings.
- Support project handover to execution team after award.
Skills & Qualifications
Technical Competencies
- Strong knowledge of mechanical systems used in District Cooling Plants:
- Experience with Water/Wastewater Treatment Plants, Pumping stations, pipeline network:
- Expertise in reading and interpreting engineering drawings.
Software Skills
- AutoCAD / Pan-Swift
- MS Excel (advanced level)
- RIB Candy
Qualifications
- Bachelor’s degree in Mechanical Engineering.
- 5–10 years of relevant experience in estimation.
- Strong knowledge of GCC/UAE standards and tendering practices.
