Summary
The Executive Director of Institutional Effectiveness & Outcomes provides strategic leadership for a department responsible for delivering timely, accurate, and actionable data to support institutional effectiveness, academic planning, workforce alignment, and compliance. In alignment with the OneICC initiative and the Aspen Institute’s Community College 3.0 framework, the Executive Director will lead the consolidation of disparate data sources into a unified analytics hub. The Executive Director oversees a team that includes analysts and business intelligence professionals who support the College’s mission through robust data governance, real-time reporting tools, and research that drives continuous improvement and economic mobility for students.

Essential Functions

Strategic Leadership & Oversight
1. Lead and manage an Institutional Effectiveness & Outcomes team that includes data analysts, business intelligence analysts, and data engineers.
2. Collaborate closely with executive leadership, academic affairs, workforce development, and IT to identify research needs and deliver insights.
3. Lead development of predictive models (e.g., enrollment persistence, ROI dashboards) and transition reporting from static to real-time tools.
4. Evaluate and refine the department structure and staffing model in preparation for future team rebuilding.
Data Governance & Data Management
1. Serve as the College’s primary data governance lead, including ownership of the institutional data dictionary and metadata standards. Champion collegewide adoption of standardized data definitions and access protocols.
2. Ensure data integrity across platforms and reporting sources, and serve as the Workday data steward for analytics.
3. Work closely with Application Data Stewards (Canvas, Coursedog, Slate) to ensure governance and consistent use of data across platforms.
4. Champion equity-centered analytics by embedding disaggregated metrics into all reports and dashboards.
5. Translate complex analyses into concise, actionable insights for executive leadership and departmental decision-makers, supporting data-informed strategy across academic, workforce, and operational domains.
6. Convene regular consultation sessions with College leaders to interpret data dashboards and predictive models, ensuring alignment with institutional goals, equity initiatives, and decision timelines.
Decision Support & Reporting
1. Develop and maintain dashboards, data visualizations, and self-service tools to support academic, workforce, and operational decision-making.
2. Partner with Academic Affairs and Student Success to translate analytics into clear communications that support retention and completion. Deliver data and reports, including program reviews, program vitality, and program viability reports.
3. Provide annual labor market analyses, living wage metrics, and program ROI insights aligned with economic mobility goals.
4. Deliver recurring reports for ICCB program review, course load and enrollment trends, and faculty hiring projections.
5. Generate custom datasets and labor market reports to support workforce programs and grant-funded projects.
Accreditation, Assessment & Compliance
1. Coordinate and ensure timely, accurate submission of all external data reports (e.g., HLC, ICCB, National Student Clearinghouse).
2. Partner with the Director of Accreditation and Assessment to supply data for institutional and academic assessments.
3. Maintain a data compliance calendar and serve as the primary liaison for data-related audits and site visits.
Innovation & Capacity Building
1. Build a culture of proactive, service-oriented data use and data literacy across campus through training, consultation, and relationship-building.
2. Scan emerging analytics practices and technologies, recommending pilot projects that drive institutional equity and mobility.
3. Regularly assess stakeholder needs and satisfaction to continuously improve the department’s effectiveness.
Minimum Qualifications
The requirements listed below are representative of the knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities:
1. Master’s degree in related field.
2. Five years of progressive experience in institutional research, business intelligence, or analytics leadership.
3. Demonstrated experience with dashboarding and data visualization tools.
4. Strong understanding of data governance, data stewardship, and systems integration in higher education.
5. Experience with state and federal reporting. Advanced knowledge of Excel, SQL, and data management systems.
6. Excellent communication, collaboration, and project management skills.
7. Strong verbal and written communication skills.
8. Experience with data warehousing theory and methodology.
9. Experience with state and federal reporting guidelines.
10. Experience with descriptive and inferential analysis.
11. Experience with National Institute of Health, Protection of Human Subjects guidelines.
12. Strong analyzing and problem-solving skills.
13. Strong organizing and prioritizing skills to meet critical deadlines.
14. Strong multi-tasking and decision-making skills.
15. Strong interpersonal skills, including the ability to establish and maintain cooperative and professional working relationships with others.
Preferred Qualifications
1. Research experience in the field of higher education, preferably in a community college.
2. Experience with data extraction from a client-server environment.
3. Experience with object-oriented data analysis in Workday.
