Position Goal: The Executive Director of Human Resources is responsible for the operation and administration of services related to certificated and classified personnel, is responsible for contract management and administering procedures pertaining to employer/employee relations, and performs other duties as assigned.
Preferred Qualifications:
o Hold district-level Kansas Administrator certification/license
o Minimum five years of progressively responsible building or district-level leadership and supervision
o Ability to develop and implement effective policy and procedure
o Effective leadership, management, and communication skills
o Able to work and build relationships with all personnel groups
o Able to perform duties with an awareness of all District requirements and Board policies
o Ability to effectively manage time, tasks, and responsibilities
o Compile and maintain accurate and complete records and reports in a timely manner
o Desire to enhance skills and improve job performance
Reports to: Assistant Superintendent of Administrative Services
Supervises: Staff members designated by the Assistant Superintendent
Essential Functions:
o Attends Board of Education meetings
o Establish and maintain effective communication between the administrative team and
needs of the human resources department
o Provide for the personnel function for both the classified and certified personnel
o Provide vacancy announcements in both internal and external sources
o Participation at job fairs
o Coordinate and attend college recruitment visits
o Establish interview processes/protocols
o Organize interviews for appropriate administrators/supervisors
o Coordinate new hire paperwork
o Maintain up-to-date application forms, reference checks, transcripts, licensure, and credential files
o Determine appropriate placement on the salary schedule for newly hired staff members
o Assist with the organization and delivery of new employee orientation
o Other staff development activities in cooperation with other departments
o Assist with the organization and delivery of the district Mentee/Mentor program
o Provide time lines and evaluation guidelines for classified and certified employees
o Create and update evaluation forms and procedures
o Work with district administration to address employee performance/conduct issues
o Assist employees with access to Family and Medical Leave
o Monitor workers’ compensation claims
o Provide technical assistance to the negotiation process
o Serve as coordinator for substitute teacher pool
o Work with the Superintendent of Schools in developing, administering and monitoring the human resources budget
o Keep district recruitment materials current
o Create and update job descriptions
o Conduct background checks on all classified and certified employees
o Apply annual staffing projections to design district staffing model
o Responsible for updating Board Policy Manual – Personnel Section, Classified Employee Handbook, and District Safety Manual

o Work in noisy and crowded environments
o Good physical agility, which requires the following:
o Physical exertion to manually move, lift, carry, pull, or push heavy objects or materials up to 40 pounds
