PRIMARY PURPOSE:
Direct and manage district human resource activities to ensure legally sound and effective human resource management practices. Responsible for the strategic planning and implementation of human resource programs to include wage and salary administration of professional, para-professional, and auxiliary staffing, employee benefits, leave administration, performance appraisal, employee training, recruitment, staffing, and employee communications. Interpret and recommend personnel policies and regulations for the district.

QUALIFICATIONS:
Education/Certification:
Master’s degree in education or management-related field

Valid Administrator’s certification preferred

Special Knowledge/Skills:
Knowledge of the selection, training, and supervision of personnel

Knowledge of wage and salary, benefits, employee communications programs and performance appraisal administration.

Knowledge of school employment law and hearing procedures

Ability to interpret policy, procedures, and data

Ability to manage budget and personnel

Strong communication, public relations, and interpersonal skills

Strong technology skills and knowledge of HR related software programs

Ability to create and manage a climate of confidentiality

Ability to speak effectively before groups of employees, the school board and other organizations.

Ability to conduct employee investigations following district policy and maintaining confidentiality

EXPERIENCE:
Successful administrative experience and an equivalent amount of human resource management experience in a school district or the private sector is required.

MAJOR DUTIES AND RESPONSIBILITIES:
Employment

Work cooperatively with principals and staff to forecast staffing needs and develop staffing plans.
Coordinate the district application, recruitment and retention program and ensure that the district is represented in a positive and professional manner. Implement a screening and selection process for all employees.
Coordinate orientation-training programs for new employees necessary for success on the job.
Direct and monitor employee performance appraisal system and ensure that supervisors have proper training. Assist supervisors and principals with employee counseling, improvement plans, and due-process procedures, where needed.
Oversee the administration of employment contracts and contract renewals.
Plan, evaluate, and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations.
Oversee the assurance that all teachers are highly qualified and have the appropriate credentials for assignments.

Compensation

Develop and implement procedures for administering salary, benefits, and other forms of compensation that effectively implement policies adopted by the board.
Direct the preparation and revision of job descriptions and the classification of positions in the district compensation plan.
Administer the teacher salary schedule and ensure compliance with the state minimum salary schedule requirements.
Administer the exempt and nonexempt compensation programs and ensure compliance with federal wage and overtime laws.
Provide cost analysis of salary and wage adjustments for the budgeting process.
In collaboration with the Curriculum & Instruction Department, oversee the implementation of the local designation system for the Teacher Incentive Allotment.

Employee Relations

Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.
Develop and implement procedures to ensure that employees are kept well informed of personnel policies, procedures, and programs that affect them. Ensure that the employee handbook is created, updated annually, and distributed.
Implement and oversee effective districtwide employee recognition programs.
Implement policies associated with and oversee processing of employee complaints and grievances.
Monitor employee retention and turnover through analysis of data and exit interviews.

Budget

Work with others to compile and report projections of staff and facility needs.
Ensure that programs are cost-effective and that funds are managed prudently.
Compile budgets and cost estimates based on documented program needs.
Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned.

Records

Recommend policies that improve programs.
Supervise personnel records management and oversee required state records management program (may serve as designated records management officer).
Compile, maintain, file, and secure all physical and computerized reports, records, and other required documents.

Human Resources Department

Recruit, train, and supervise department staff and make sound recommendations relative to personnel placement, assignment, retention, discipline, and termination.
Evaluate job performance of department staff to ensure effectiveness.
Develop training options and improvement plans for department staff to ensure the department’s effective operation.

Other

Attend board meetings regularly and make presentations to the board.
Stay abreast of current research and best practices in human resources management and development in educational and non-education-related settings, and adjust plans, policies and procedures accordingly.
Coordinate the student teacher program with area colleges and universities.
Ensure compliance with local, state and federal laws regarding human resources management and development. Stay abreast of state and federal public policy changes that could impact the district.
Oversee and facilitate training/communication for campus and district secretaries.
Coordinate and manage all employee leaves and absences.

Supervisory Responsibilities:
Supervise and evaluate the assigned members of the Human Resources Department.

Mental Demands/Physical Demands/Environmental Factors:
Maintain emotional control under stress. Frequent districtwide and statewide travel; occasional prolonged and irregular hours.
