DESCRIPTION OF POSITION:

Under the supervision of the Assistant Superintendent, the Executive Director of Human Resources provides strategic leadership and oversight of all Human Resources functions for the District. In coordination with the Assistant Superintendent of Human Resources, the Executive Director is responsible for planning, organizing, directing, and evaluating comprehensive human resources programs including recruitment and retention, labor relations, employee discipline, performance management, credentialing, classification and compensation, compliance, and personnel operations.

The position helps to ensure that human capital systems align with District goals, support student achievement, maintain compliance with federal and state law, and promote a positive and professional workplace culture.

REPRESENTATIVE DUTIES:

  • With the Assistant Superintendent of Human Resources, provide leadership and direction for all Human Resources operations, including certificated, classified, confidential, and management personnel. E
  • Oversee recruitment, selection, hiring, onboarding, and retention systems to ensure highly qualified staff. E
  • Oversee the Credential Analyst desk and assist as needed. E
  • Assist with labor relations activities including negotiations support, contract interpretation, grievance processing, and disciplinary procedures. E
  • Ensure compliance with California Education Code, credentialing requirements, Title IX, ADA, FMLA/CFRA, FEHA, and other state and federal employment regulations. E
  • Develop, revise, and implement Board policies, administrative regulations, and HR procedures. E
  • Oversee employee investigations and provide guidance on complex personnel matters. E
  • Direct classification and compensation studies and maintain updated job descriptions. E
  • Supervise HR personnel and evaluate assigned staff. E
  • Assist with grievance processing (Classified and Certificated) E
  • Oversee District Recruitment Efforts. E
  • Prepare and present Board agenda items, reports, and recommendations. E
  • Develop and monitor the Human Resources budget. E
  • Provide strategic counsel to the Assistant Superintendent regarding organizational development, staffing models, and workforce planning. E
  • Serve as liaison with bargaining units and legal counsel. E
  • Perform related duties as assigned. E
  • Administer VISA programs (J-1, H-1B). E
  • School Master Schedule / Staffing experience. E
  • Duties as assigned.

EDUCATION AND CREDENTIALS:

  • Bachelor’s degree in Business Administration, Accounting, Public Administration, Finance, or closely related field required.
  • Minimum five (5) years of progressively responsible Human Resources leadership experience.
  • Master’s Degree Preferred
  • Experience in a California public school district strongly preferred.
  • Demonstrated experience in labor relations and employee discipline required.
  • Experience in a public education environment desirable.
