About the Role

CCST is supporting a large-scale modernization and remediation initiative for the NYS Office for People With Developmental Disabilities (OPWDD). We are seeking an Expert Business Analyst (84+ months experience) to lead complex requirements efforts within a healthcare environment serving individuals with special needs.

This role requires deep public-sector experience, strong facilitation skills, and the ability to translate highly technical information into clear, actionable business artifacts. You will work closely with executives, program leads, SMEs, and technical teams to drive clarity, alignment, and delivery.

What You’ll Do

  • Gather and elicit requirements using interviews, workshops, document analysis, surveys, site visits, business process descriptions, use cases, task/workflow analysis, and JAD sessions.
  • Analyze information from multiple sources; reconcile conflicting inputs; decompose high-level needs into detailed requirements; and distinguish stated requests from underlying business needs.
  • Produce and deliver high-quality artifacts including:
  • Business Requirements Documents (BRDs)
  • Functional Requirements
  • Use Cases
  • Workflow diagrams
  • Context diagrams
  • Data element definitions
  • GUI/screen/interface design documentation
  • Test plans and traceability matrices
  • Training and deployment guides
  • Facilitate in-person and virtual sessions (WebEx/Conference Calls) with SMEs and executive stakeholders.
  • Apply structured project management methodologies to support program delivery.
  • Support Quality Assurance efforts including test planning, requirements traceability, defect identification, and resolution management.
  • Ensure deliverables align with federal and state mandates and overall program objectives.

Must-Have Qualifications

  • 84+ months of Business Analysis experience for software applications
  • 84+ months analyzing and documenting business systems/processes, including BRDs, functional requirements, use cases, workflow diagrams, test plans, and training materials
  • 84+ months experience in a healthcare-related industry serving individuals with special needs
  • 84+ months experience facilitating requirements sessions (including JAD) with public-sector stakeholders
  • 84+ months professional experience working with high-level public sector staff
  • 84+ months Quality Assurance experience (test plans, requirements traceability, defect management)
  • 36+ months project management experience using a defined methodology
  • Bachelor’s degree

Nice-to-Haves

  • Experience with large-scale state modernization initiatives
  • Familiarity with state or federally regulated healthcare programs
  • Strong visual modeling/documentation tools (Visio, Lucidchart, etc.)

Tech & Tools You’ll Touch

WebEx, conference collaboration platforms, requirements documentation tools, workflow/process modeling tools, QA/test management tools, Microsoft Office Suite.
