This position provides overall leadership and direction of the County’s Facilities Maintenance Department including overall planning, development, implementation, and administration of the department’s activities.

Duties include managing projects, maintenance including custodial duties of all County buildings and grounds, and the County’s safety program in a manner that complies with the County’s mission, vision, and core values, and local, state, and federals laws and regulations applicable to department operations. In conjunction with assigned staff, this position must provide 24-hour a day on-call coverage for emergencies, snow removal, and other critical tasks.

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

Supervises the day-to-day operations in assigned area of responsibility, which include: collaborating with other departments to assess needs; managing maintenance contracts; planning and coordinating projects and processes; developing and coordinating work plans; inspecting in-progress and completed work to ensure conformance with established standards; monitoring of a maintenance and cleaning ticketing system; and monitoring compliance with applicable County policies and federal, state, and local laws, regulations, codes, and/or standards.

Performs or coordinates repairs, troubleshooting and maintenance for a variety of building systems and equipment.

Oversees operation, inspection, and reporting of multiple building systems and equipment, including HVAC, generators, fire suppression, electrical, plumbing, boiler, maintenance vehicles, elevators, storage fuel tanks, and power equipment. Ensures work is done in accordance with contracts. Determines appropriate use of storage areas.

Prepares specifications, assesses options, makes recommendations, obtains supplies and building materials, and hires contractors and vendors for specialized services and equipment.

Develops and administers department budget, approves expenditures, reviews financial statements, and manages financial operations.

Develops, coordinates, and directs plans and projects related to facility maintenance, capital improvements, energy management, office space reconfiguration, fleet management, and other related plans and projects.

Minimum Qualifications

  • Valid Minnesota Driver’s License; and
  • Minnesota First Class C Boiler’s License.
Additionally,
  • Bachelor’s Degree in construction management, facilities management building science, engineering, or a related field; and
  • Five (5) years of facilities or construction management experience; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
