JOB OBJECTIVES
To plan, coordinate, and oversee the maintenance, repair and construction of all City of Forest Grove facilities including an aquatic center; to supervise assigned staff performing maintenance and janitorial work; to assist with building transitions and improvements, including service contracts and construction projects; to manage vendors and consultants, and coordinate with all city departments regarding building and facility services; to maintain and operate tools and equipment and fill in for janitorial staff as needed.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Assistant City Manager.

Exercises direct, functional and technical supervision over janitorial and maintenance staff. Oversees service venders and contractors engaged in repair and maintenance of City facilities.

Duties/Responsibilities

ESSENTIAL JOB FUNCTIONS
The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:


  • Supervise contractors engaged in the maintenance and repair of City buildings and facilities including the City’s Aquatic Center. Oversee contractors’ work on the maintenance and repair of HVAC systems in City buildings; perform or oversee routine HVAC system preventive maintenance work; determine HVAC system problems and make recommendations for repair; work with HVAC controls from pneumatic to a network BMS system.
  • Oversee the mechanical operation of the city’s Aquatic Center in the role of Lead Certified Pool Operator with a valid CPO Certification, perform and supervise staff who perform pool water quality testing, chemistry and balance; operate and maintain pool chemistry controllers, pumps and filtration; ensure pool operation is in compliance with Oregon State Health Code; diagnose and resolve technical problems and complaints, respond to requests for information related to the pool maintenance and operation; and provide backup coverage for other pool operators.
  • Inspect new facility construction, renovations, and remodels to ensure compliance with contract requirements, City of Forest Grove standards, building codes, and other relevant governing statutes, regulations, guidelines, and standards; review contractor change orders, and administer the warranty program for equipment; conduct regular inspections of facilities to identify hazards and needed repairs.
  • Perform minor repair maintenance and adjustment of commercial building systems, including plumbing, heating and cooling equipment and electrical equipment.
  • Plan, prioritize, assign, and monitor the work of the staff engaged in cleaning and maintaining assigned areas; clean, sanitize and maintain assigned buildings, offices and restroom facilities; operate and use janitorial equipment, materials and supplies in a safe and effective manner.
  • Establish schedules and methods for providing maintenance and repair services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Coordinate building maintenance contract and service work; process and contract out repair requests. Inspect the work of contractors; ensure compliance with specifications; recommend modifications.
  • Prepare reports on operations and activities; estimate and requisition materials, parts and supplies in accordance with established procedures; maintain files and records.
  • Participate in preparing and administering the various departments budgets, including developing budget recommendations and monitoring expenditures; prepares purchase justifications; reviews invoices and approves payment.
  • Coordinate requests for service from Departments, divisions, and external agencies.
  • Participate in the selection of janitorial and other assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement corrective action procedures; conduct performance appraisals.
  • Contribute to a positive work environment.
  • Maintain regular, predictable attendance and punctuality.
  • Perform other directly related duties consistent with the role and function of the classification.

QUALIFICATIONS
Knowledge of:
Building, structures, facility design, construction, maintenance, repair practices, asset management, and Maintenance Management Systems (CMMS).
Coordination and supervision of vendor contracts, including negotiation, reviewing work orders, purchasing parts, coordinating contractor work, equipment history trends/databases, and reporting
Swimming pool operations, water quality maintenance and trouble shooting.
Building operations and maintenance best practices.
Condition monitoring and assessment techniques.
Principles of project management.
Basic principles and practices of budget development and control.
Pertinent federal, state, and local laws, codes, permits, and regulations.
Principles of supervision; teambuilding and coaching techniques and practices.
Operational characteristics of cleaning equipment and materials.
Operational characteristics of tools and equipment used in cleaning a variety of surfaces and equipment.
Proper methods of storing equipment, materials and supplies.

Education and Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to completion of the twelfth grade supplemented by specialized training in commercial, industrial, or large building plants repair and maintenance. College-level coursework or specialized training in business, facility or building maintenance, project management, or a related field preferred.

Experience:
Three years of increasingly responsible experience in the maintenance and repair of commercial, industrial or other large facilities with emphasis on heating and cooling systems, and aquatic center facilities.

License or Certificate:
Possession of an appropriate, valid driver’s license.
Possession of Certified Pool Operator (CPO) certification or equivalent within 3 months of appointment.
Possession of or ability to obtain within 3 months of appointment: Criminal Justice Information Systems (CJIS) This is issued via our police department.
