Job Title: Facility Manager – Railway Depot

Location: Project Based - Remote Area


The role is working for a large multinational design and engineering consultancy. Working on part of the largest rail network in the GCC/Middle East. Currently we are at bidding stage for the project. If awarded and if CV is approved by client, we will look to start in March 2026.


Role Purpose

The Facility Manager will be responsible for the effective management, operation, and maintenance of the railway depot facilities and associated cargo handling activities at stations during the construction phase of the railway project. The role ensures that depot infrastructure, equipment, and logistics operations—including loading and unloading of cargo—are executed safely, efficiently, and in compliance with contractual, technical, and HSSE requirements, while supporting uninterrupted construction and supply chain activities.


Key Responsibilities


Facility & Depot Management

  • Manage day-to-day operations of the railway depot, including buildings, yards, storage areas, utilities, and support facilities.
  • Ensure depot facilities are maintained in a safe, operational, and compliant condition throughout the project lifecycle.
  • Coordinate preventive and corrective maintenance of depot infrastructure, plant, and equipment.
  • Manage access control, housekeeping, traffic management, and site logistics within the depot.


Cargo Handling & Station Operations

  • Plan, coordinate, and oversee the loading and unloading of construction materials, equipment, and cargo at the depot and railway stations.
  • Ensure cargo handling activities are executed in accordance with approved procedures, lifting plans, and railway operational constraints.
  • Coordinate with construction, logistics, and transport teams to optimize material flow and minimize delays.
  • Monitor cargo handling equipment performance, availability, and certification.


Operational Planning & Coordination

  • Develop and implement depot operation procedures, work instructions, and schedules.
  • Coordinate closely with construction teams, station managers, logistics providers, and suppliers.
  • Support interface management between depot operations, rail movements, road transport, and station activities.
  • Ensure depot and station operations align with project construction schedules and milestones.


HSSE & Compliance

  • Ensure full compliance with HSSE requirements related to depot operations, cargo handling, lifting activities, and traffic management.
  • Implement risk assessments, method statements, and emergency response procedures for depot and station operations.
  • Coordinate with the HSSE team to conduct inspections, audits, and incident investigations.
  • Promote a strong safety culture among depot staff, operators, and contractors.


Asset, Inventory & Resource Management

  • Oversee storage, handling, and protection of materials, equipment, and assets within the depot and stations.
  • Maintain accurate inventory records and material tracking systems.
  • Manage depot staff, operators, and subcontractors, ensuring adequate resourcing and competency.


Monitoring, Reporting & Continuous Improvement

  • Monitor operational performance, productivity, and compliance of depot and cargo handling activities.
  • Prepare regular operational and facility performance reports for project management.
  • Identify opportunities for efficiency improvements, cost optimization, and risk reduction.
  • Support inspections, handover, and transition of depot facilities as required.


Qualifications & Experience


Education

  • Bachelor’s degree in Engineering, Facilities Management, Logistics Engineering, Mechanical Engineering, or a related technical / engineering discipline.


Experience

  • Minimum of ten (10) years’ relevant professional experience in facility management, depot operations, logistics, or cargo handling within infrastructure, railway, or industrial projects.
  • Proven experience managing railway depots, yards, terminals, or large logistics facilities is highly desirable.
  • Experience in managing loading and unloading operations at stations or similar operational environments.


Technical & Professional Competencies

  • Strong understanding of depot operations, cargo handling processes, and logistics coordination.
  • Knowledge of railway operational constraints, lifting operations, and materials handling equipment.
  • Ability to review technical drawings, layouts, and operational procedures.
  • Familiarity with asset management, maintenance planning, and inventory control systems.
