Summary

The Facilities Supervisor is responsible for planning, scheduling, supervising, and monitoring operations, maintenance, and repair activities within the Property Management Division of the Recreation and Parks Department. The position oversees maintenance and small capital construction projects, including facility inspections and project development to support departmental operations. The role supervises assigned staff, provides training and performance evaluations, and manages associated budgets. The Facilities Supervisor also coordinates work with other divisions, external agencies, and the general public to ensure effective service delivery.

This is a non-union position and is exempt from overtime.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Provide leadership to assigned staff by setting priorities, assigning tasks, and monitoring performance.
  • Conduct training, coaching, and performance evaluations; support employee development and ensure adherence to established standards.
  • Participate in hiring processes, make recommendations on selection decisions, and address performance concerns in accordance with City policies.
  • Promote a safe, supportive, and accountable work environment.
  • Oversee the maintenance, repair, and custodial care of City facilities to ensure safe, clean, and functional environments in compliance with applicable regulations, codes, and procedures.
  • Supervise the inspection, construction, repair, and upkeep of facilities, systems, and related structures using building control software.
  • Plan, coordinate, and manage facility improvements, small capital projects, and building upgrades, including the development of project scopes and timelines.
  • Prepare, negotiate, and administer contracts for construction, maintenance, and service work; monitor contractor performance and ensure compliance with contract terms.
  • Assist in developing specifications, obtaining quotes, and coordinating work performed by outside vendors and contractors.
  • Assist with developing and administering the Property Management, Capital, and Fleet budgets; forecast staffing, equipment, and material needs.
  • Monitor and approve expenditures, recommend budget adjustments, and support budget presentations to boards, commissions, and the City Council.
  • Maintain inventories and procure supplies, equipment, and materials in accordance with purchasing policies and budgetary limits.
  • Manage systems and records related to public electric vehicle charging stations, including monitoring usage and documenting consumption.
  • Review work methods, procedures, and productivity levels; recommend and implement improvements to enhance service delivery and operational efficiency.
  • Prepare and maintain required reports, documentation, and records.
  • Coordinate activities with other City departments, external agencies, contractors, volunteers, elected officials, and members of the public to ensure effective project and service delivery.
  • Respond to inquiries, service requests, and complaints, providing information or referring individuals to the appropriate staff as needed.
  • Conduct and reinforce ongoing health and safety training, ensuring compliance with safety regulations, standards, and best practices.
  • Attend and participate in professional meetings and training.
  • Perform other related duties as assigned.

Qualifications

Minimum Requirements

Any equivalent combination of education and experience that would likely provide the candidate with the knowledge and abilities to successfully perform the job will be considered.

  • Bachelor’s degree from an accredited college or university in business administration, public administration, facilities management, construction management, property management, or a related field; or an equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities.
  • At least five (5) years of progressively responsible experience in building or facilities maintenance, including a minimum of two (2) years in a supervisory, lead, or management role.
  • Must pass a thorough background investigation, including authorization to work in sensitive areas within the police station.
  • Must possess a valid Washington State driver's license (or be able to attain at time of appointment) and a driving record acceptable to the City's insurance carrier.
  • Must provide proof of identity and United States work authorization as required by the Immigration Reform and Control Act.
  • Obtain First Aid and CPR certification within six (6) months of appointment.
  • Obtain Pool and Spa Operator/Aquatic Facility Operator Certification or other recognized facilities maintenance-related certification(s) within one year (1) of employment.

Required Knowledge, Skills And Abilities

  • Knowledge of materials, equipment, methods, and practices used in the maintenance, operation, repair, and construction of buildings.
  • Knowledge of facilities management and custodial practices and principles.
  • General knowledge of carpentry, plumbing, electrical, HVAC, boiler systems, and energy-saving devices for coordinating maintenance and repairs.
  • Ability to plan, organize, schedule, and review division work; prioritize tasks and manage multiple responsibilities under deadlines.
  • Ability to supervise, lead, and motivate staff, fostering a positive team culture and ensuring performance standards are met.
  • Ability to communicate clearly and concisely, both verbally and in writing, with staff, contractors, other agencies, residents, and businesses.
  • Ability to respond professionally and effectively to citizen complaints and concerns, including challenging situations.
  • Ability to establish and maintain accurate records of facility maintenance and preventive maintenance activities.
  • Ability to quickly learn and apply new standards, safety protocols, software, and City processes relevant to facilities management.
  • Ability to interpret and apply applicable laws, codes, ordinances, regulations, policies, and procedures as they relate to assigned responsibilities.
  • Ability to attend evening or weekend meetings and events as required.
  • Skill in preparing professional written materials such as reports, correspondence, and presentations.
  • Skill in prioritizing workload and schedules for self and team, especially under tight deadlines or during high-pressure situations.

Work Environment

Working Conditions and Physical Requirements:

  • Duties are performed in both office and field settings. Office work involves use of computers, phones, copiers, printers, and standard office equipment. Field work may include facility inspections, project oversight, and site visits under variable environmental conditions.
  • Work may involve exposure to construction sites, vehicular traffic, and other potentially hazardous conditions. Physical hazards from traffic and construction equipment may be present.
  • Minimal to moderate exposure to swimming pool chemicals, including direct contact with chlorinated pool water, and possible exposure to chemical fumes.
  • Evening and/or weekend availability is required, as well as additional times for meetings or on-call emergencies.

Physical Requirements

  • Field duties require walking over uneven terrain, standing, climbing stairs and into confined spaces, and carrying equipment.
  • Ability to lift, carry, and move objects weighing up to 50 pounds occasionally and up to 20 pounds routinely.
  • Work involves exposure to moderate to loud noise levels, outdoor weather conditions, and construction activity.
  • Frequent physical activities include sitting, standing, walking, bending, reaching, kneeling, repetitive hand motions, fine finger manipulation, and operating computers or office equipment.
  • Vision requirements include close, distance, and peripheral vision, depth perception, color differentiation, and the ability to adjust focus.

Supervision Received

General supervision is provided by the Recreation and Parks Director or their designee.

Supervision Exercised

The position exercises direct supervision over facilities maintenance and custodial employees and contractors. This role may exercise supervision over assigned personnel on project teams.

Compensation

2026 Annual salary range: $109,698-$134,846.
