PAY AND BENEFITS


Annual Pay Range: $85,070.20 - $107,706.79

Hourly Pay Range: $40.899133 - $51.782109

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Facilities Systems Coordinator.

JOB DETAILS AND QUALIFICATIONS


Clackamas County’s Facilities Management Division is seeking a Facilities Systems Security Coordinator to take the lead in ensuring that county facilities remain safe, secure, and fully operational. This position plays a critical role in overseeing complex building systems, including HVAC controls , fire and life safety, security alarms, video surveillance, and access control systems across more than 80 county facilities, directly impacting the safety of our community.

In this role, you will oversee all mechanical and computerized systems related to building safety and operations, including HVAC controls , fire detection and suppression systems, intrusion and panic alarms, and video surveillance. You will coordinate preventive maintenance and upgrades for building management systems, lead and guide facilities staff and contractors, and ensure that all installations, repairs, and inspections are completed and meet applicable codes and county standards. The position also manages the county’s badge access system, alarm monitoring services, and locksmith operations. Collaboration is key, as this position works closely with our Technology Services, the Sheriff’s Office, consultants, outside agencies, and vendors to maintain and enhance county facilities. You will also participate in budget development, cost estimation, and project procurement, while providing after-hours emergency response support on a rotational basis.

The ideal candidate will be a highly skilled and dependable professional with a strong understanding of building systems, mechanical controls, and facility safety operations. They will possess excellent organizational skills, technical expertise, and the ability to diagnose and solve complex problems in real time. The successful candidate will demonstrate sound judgment, attention to detail, and the ability to communicate effectively with technical experts, contractors, and County staff. A proactive mindset, commitment to safety, and a collaborative approach to maintaining high operational standards are essential.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of five (5) years of related experience in facilities or building systems management, particularly with security, mechanical, and fire/life safety systems that would provide the required knowledge and skills to perform the responsibilities of this position
  • Experience reading and understanding plans and blueprints
  • Experience inspecting and coordinating the work of contractors, alarm and safety equipment
  • Knowledge of the methods, practices, and procedures for maintenance of commercial buildings, security systems, and equipment
  • Ability to perform after-hours emergency response on a callout basis, 24 hours a day, 7 days a week

Preferred Special Qualifications/ Transferrable Skills:*

  • Certification or training in building automation or control systems, such as Honeywell, Siemens, Johnson Controls, or other comparable systems
  • Experience managing large-scale security or access control systems, including badge management, video surveillance, and intrusion alarm networks across multiple facilities
  • State or industry certifications in locksmithing, fire/life safety, or electrical systems (for example, Certified Fire Alarm Technician, NICET certification, or Oregon Limited Energy Technician License)
  • Experience leading or supervising technical teams in building maintenance, facilities operations, or security systems installation and maintenance
  • Knowledge of computerized maintenance management systems (CMMS) and data-driven preventive maintenance planning

TYPICAL TASKS


Duties may include, but are not limited to:

  • Implements and participates in the preventive maintenance program; oversees and performs regularly scheduled inspections as well as fire and life safety drills, maintenance, and minor repairs of doors and hardware, security and fire alarm systems, locks, and access systems; identifies maintenance and repair requirements; documents condition and estimates project time and materials. Oversees the performance of fire and safety equipment maintenance, employee panic alarms, intrusion alarms, video surveillance, access control, after-hour scheduling, ADA requirements, and compliance.
  • Responds to routine and emergency maintenance and repair service requests; prioritizes and coordinates work orders; assigns work to maintenance, Security personnel, and/or contractors; serves as liaison with customers, contractors, and suppliers; inspects completed work and resolves complaints.
  • Oversees the performance of fire and life safety equipment maintenance, employee panic alarms, intrusion alarms, video surveillance, access control, after-hour scheduling, and updating of County directional and building signage; requisitions and inventories supplies and materials.
  • Develops specifications and time and material cost estimates for proposed remodeling projects; assists in the development of construction plans; completes and submits building permit applications; requests and evaluates contractor quotations as it relates to building security, panic alarms, cameras, life safety, and signage.
  • Completes and files service records for building systems and fixtures; assists building inspectors, fire marshals, and insurance agents during inspection visits; coordinates various support services, special events, and meeting room arrangements; prepares related reports and correspondence.
  • Plans, coordinates, and reviews the work of building maintenance staff and service contractors; assigns staff to work projects; assists in evaluating employee performance; reviews work requests, expenses, and time cards. Acts as the back-up for the Security Supervisor.
  • Assists in budget preparation and administration; prepares cost analyses and makes recommendations on the purchase of machinery, equipment, parts, supplies, and materials; monitors and controls expenditures.
  • Other duties as assigned, including, but not limited to, emergency back-up for the maintenance department, building-associated repairs on toilets, drains, roofs, snow removal, and leading the County inmate crew.

WORKING CONDITIONS


Duties require frequent walking, climbing, bending, kneeling and the ability to lift and carry objects. Incumbents are exposed to wind, rain, snow, dust, fumes and other irritants. Within Finance Department’s Facilities Management Division, duties require squatting, kneeling, bending, twisting, balancing, climbing, fine motor control, and the ability to lift and carry up to 75 pounds, and push/pull 100 pounds. Duties involve frequent exposure to confined spaces, loud noises, slippery and/or uneven surfaces, working at heights, and adverse weather conditions. Incumbents must have the ability to safely tow and maneuver large trailers in all weather conditions.

Incumbents are required to provide after-hours emergency response on a call-out basis.

WORK SCHEDULE


This position is included in the county’s alternate workweek program, with a standard workweek of Monday through Thursday (Fridays off) during the training period, and may be assigned to a Tuesday through Friday (Mondays off) schedule after training is complete, and works 40 hours per week. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location. This position is considered essential and must report to, or remain at work as scheduled, or as otherwise specifically directed, during inclement weather, major emergencies, or disasters.

Our team serves the public and internal customers by providing timely and accurate fiscal information, evaluating financial alternatives and coordinating among departments to meet the county's public service goals. We also manage the acquisition of county goods and services, and we maintain sound, healthy and accessible county buildings and other facilities, protecting the county's investment in our public spaces.

The Finance Division provides accounts payable and accounts receivable, budget support, grants management, payroll services, and procurement and contract services to county departments and agencies.

The Facilities Management Division provides maintenance and management services to facilities housing county departments. County operations currently occupy 570,034 square feet in more than 80 buildings ranging in size from 600 to 59,000 square feet. Services provided include:

  • general maintenance
  • janitorial and landscape services
  • maintenance and repair of:
    • HVAC (heating, ventilating and air conditioning)
    • plumbing
    • electrical
    • lighting
    • mechanical systems
  • fire/safety/code compliance
  • project management for construction and remodeling
  • utilities management
  • leasing of facilities

Staff perform fire/life safety, indoor air quality, water quality, indoor lighting standards, building and electrical code, and Americans with Disabilities Act (ADA) inspections. Tests and analyses are conducted on a routine and special requirement basis for the safety and comfort of the general public and employees, and to ensure compliance with codes and legal standards.
