Primary Function of Organizational Unit
Facilities Operations reports directly to the Associate Vice Chancellor for Facilities Management and is responsible for the planning, repair, renovation, and maintenance of all NCCU facilities.

Primary Purpose of Position
The primary purpose of this position is to perform a variety of tasks ranging from routine and unskilled to highly skilled in the mechanical trades including but not limited to Electrical, HVAC, Plumbing, and Welding. Must apply methods and general procedures of applicable trades/maintenance techniques and develop skills in procedures, techniques, tools, materials and/or equipment appropriate to trade. May be asked to perform work in a specialty area or perform tasks requiring specialized skills in multiple trades. Tasks may include maintenance, repair, placement, fabrication, installation, alteration, construction and design of facility components requiring the application of skills in planning, problem-solving, attention to detail, teamwork, communication and adherence to safety. May serve as lead technician and/or crew leader, directing the work of others. Position may be required to possess and maintain required certification, licensure, educational level, and/or experience criteria as applicable to the tasks being performed and follow applicable building codes.

Required Knowledge, Skills, and Abilities
The successful candidate must possess a working knowledge of the operation, maintenance and repair of high pressure steam-generation, condensation and distribution systems; knowledge of HVAC, Plumbing, Electrical, and mechanical systems; knowledge of the principles and method of acetylene and electric welding; Applications; ability to operate electronic controls, power tools, and hand tools; ability to follow instructions and be proactive; ability to work independently with little or no supervision; to take initiative to see projects through to completion; to learn, interpret and analyze information to make necessary decisions; to exercise judgment and discretion in problem solving; to plan, prioritize and organize workflow; ability to work flexible schedules; excellent analytical and organizational skills along with written and oral communication skills. A valid driver’s license is required.

Minimum Education/Experience
High school diploma or equivalency; or demonstrated possession of the competencies necessary to perform the work. Some positions may require special licenses or certification.

Duties
  • Demonstrates advanced technical knowledge across multiple skilled trades, including HVAC, electrical, plumbing, and building automation/controls systems.
  • Maintains up-to-date awareness of current industry standards, preventive maintenance best practices, and emerging technologies.
  • Acquires knowledge through academic training, trade certifications, apprenticeships, or progressively responsible on-the-job experience.
  • Possesses full knowledge of preventive maintenance duties, schedules, and procedures for a wide range of building systems.
  • Independently develops maintenance schedules for subordinates and adjusts them based on workload, staffing, system condition, and operational priorities.
  • Demonstrates advanced knowledge of preventive maintenance programs, asset management, and maintenance documentation.
  • Exhibits strong understanding of building automation and control systems, including the ability to troubleshoot independently, interpret system graphics, trend system performance, and recommend corrective actions.
  • Performs and oversees recurring and non-recurring tasks to test, renovate, overhaul, replace, and maintain essential building systems.
  • Provides technical assistance to staff by troubleshooting maintenance issues and identifying root causes.
  • Mentors technicians across all trades and advises supervisors on predicted system problems with recommended solutions.

  • Provides proactive feedback to HVAC, electrical, plumbing, and controls supervisors on systemic issues, recurring failures, and follow-up needs.
  • Analyzes system data, maintenance records, and technician input to identify trends and recommend corrective actions.

  • Assign and prioritize daily, weekly, and monthly PM tasks for multi‑trade teams.
  • Provide clear instructions and expectations for maintenance work processes.
  • Inspect completed work to ensure accuracy, compliance, and quality standards.
  • Coordinate system shutdowns, vendor services, and cross‑trade collaboration.
  • Support planning and execution of preventive maintenance projects, upgrades, and seasonal programs.

Duties
  • Understand and enforce all applicable safety regulations, building codes, and organizational policies
  • Ensure work environments and maintenance practices comply with OSHA, NFPA, electrical codes, mechanical codes, and environmental regulations
  • Monitor staff to ensure adherence to safety guidelines, including proper PPE use, lockout/tagout procedures, and safe handling of mechanical and electrical equipment
  • Promote a culture of safety through training, daily oversight, and corrective coaching when needed.
