JOB TITLE: Manager
DIVISION: Temporary Assistance for Needy Families
DEPARTMENT: Family Preservation Services
FLSA STATUS: Non-Exempt
Salary: $41.41 per hour non-negotiable
SUMMARY : Under the direction of the Family Preservation Services Director (“Director”) this position will primarily be responsible to provide supervision for the Family Preservation Services (“FPS”) Department staff in strengthening families and fostering youth development.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Including but not limited to the following duties and responsibilities.

  • Develop, manage, and direct program goals, objectives, staff and services
  • Prepare annual budget and program administration plan for department, monitor expenditures, review financial reports, and ensure alignment with set metrics
  • Review effectiveness of current services, identify areas of improvement, and implement changes to ensure responsiveness to youth and family needs
  • Ensure department staff meet program standards and maintain compliance with policies and procedures along with Tribal, Federal, and local laws
  • Participate and assist Family Preservation Services Director with developing departmental policies and procedures to guide service delivery
  • Community and Youth outreach – manages and implements outreach programs, activities, workshops, and events to support youth and families with educational and employment opportunities
  • Collaborates and serves as a liaison between TANF and local communities and schools to address needs and equip families and youth with life skills for long term success and self sufficiency
  • Client services, referrals, and case reviews including providing guidance and assistance with applications for services, education and scholarships, and employment while tracking, and monitoring documentation and youth progress
  • Provide technical expertise, information, and assistance to the Director regarding assigned functions
  • Collect, prepare and retain a variety of narrative and statistical reports for Tribal, Federal, and funding requirements
  • Interact with other relevant departments and associates both internally and externally to coordinate client services needed, to resolve issues and conflicts, and to exchange information
Attend and conduct a variety of meetings as assigned

SUPERVISORY RESPONSIBILITIES:


Supervise, mentor, coach, and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions.

OTHER DUTIES:
  • Attend meetings

  • Perform related duties as assigned


QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.


K NOWLEDGE OF:

  • Management of a social services department
  • Principles of management including organizational controls and budgets and reconciliation practices and processes
  • Youth development principles curriculum design based on age-appropriate programming for children and teenagers
  • Interpersonal skills using tact, patience, and courtesy
  • Correct English usage grammar, spelling, punctuation and vocabulary
  • Social programming regulations, codes, policies, and standards such as Tribal and County Temporary Assistance for Needy Families (TANF)
  • Reporting preparation techniques related to client case management
  • Data entry for case noting using assigned software programs
  • Recordkeeping and tracking mechanisms
  • Community, educational and employment resources and opportunities
  • Quantitative and qualitive analysis and reporting

E DUCATION and/or EXPERIENCE: An equivalent combination of education and related work experience may be considered. Two (2) years of related work experience will be equal to 30 college credits and vice versa.

Bachelor’s degree in Social Work, Human Services, Education, Public Administration or related field and minimum of three (3) years of experience in social services working with children, youth, and families and two (2) years of managing staff in a social services department OR

Associate’s degree in Social Work, Human Services, Education, Public Administration or related field and four (4) years of related experience and minimum of three (3) years of experience in social services working with children, youth, and families and two (2) years of managing staff in a social services department OR

High School Diploma or equivalency certificate required and eight (8) years of related experience and minimum of three (3) years of experience in social services working with children, youth, and families and two (2) years of managing staff in a social services department

CERTIFICATES, LICENSES, AND REGISTRATIONS: To perform and to continue to be qualified for this position, the requirements listed below must be met at a time of hire or may be obtained within a specific amount of time depending on the position requirements. Costs for required certifications, licenses, and registration are to be covered by employee, unless offered by the Tribe.

  • Prior to hiring and throughout employment must possess a valid California Class C Driver’s License and maintain insurability under the Tribe’s vehicle insurance policy
  • Requires regular contact with or control over Indian children and is therefore subject to the background investigative process to comply with P.L.101-630
  • Requires throughout employment maintaining a Mandated Reporting Certification of training
  • Requires throughout employment maintaining a CPR/AED/First Aid Card or Certification (required within 6 months of hire)
