Family Resource Specialist

POSITION SUMMARY

The Family Resource Specialist plays a key role in promoting the Healthy Families program and connecting families to vital community resources. This position focuses on community outreach, engagement, and recruitment of eligible families, while also supporting the Family Support Specialists and program operations.

The Family Resource Specialist will build and maintain relationships with referral sources, community partners, and local agencies to strengthen the program’s presence and ensure families receive comprehensive support.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following:

  • Conduct ongoing outreach in the community to promote Healthy Families services and recruit new participants.
  • Establish and maintain partnerships with hospitals, health departments, schools, social service agencies, and community organizations.
  • Represent Healthy Families at community events, fairs, and resource meetings to increase program visibility.
  • Distribute educational and promotional materials in high-traffic community locations and through digital platforms.
  • Coordinate community presentations and information sessions to raise awareness about family support and child abuse prevention.
  • Receive referrals from hospitals, community partners, and self-referrals; complete eligibility screenings for new families.
  • Conduct initial home visits and assessments as needed to connect families to appropriate services.
  • Ensure smooth transitions of families to Family Support Specialists for ongoing home visitation.
  • Maintain accurate and timely documentation in the program database.
  • Assist with data entry, report preparation, and maintenance of outreach and referral logs.
  • Support the coordination of community baby showers, resource fairs, and other special events.
  • Collaborate with team members to identify gaps in services and develop outreach strategies to address community needs.
  • Familiarize oneself with the dynamics of child abuse and neglect. Immediately within the same working day, bring concerns related to potential child abuse and neglect to the Program Supervisor as required by the role of a mandated reporter.
  • Meets with Program Supervisor weekly for 1.5 - 2 hours to review family status. Develop skills in sharing interactions, perceptions and needs with Program Supervisor.
  • Documents plans made in conjunction with Program Supervisor. Develops strategies to follow through with those plans with active guidance from Program Supervisor.
  • Participates in weekly staff meetings and regular trainings, case conferences, in-service training and other meetings as required and in a professional manner.
  • Meet all training requirements (as listed in the PIMS Database system).
  • Record pertinent information related to family observations, actions, and health behaviors. Documentactivities and interventions in a complete and concise manner no later than 48 hours after home visit and 24 hours after assessment.
  • Perform other duties as assigned.
  • Collect and maintain data for evaluation purposes.
  • Develop referral relationships with community service providers to collect and maintain data on available services, application processes, and timeframes for frequently used referral agencies.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)

  • • Bachelor’s Degree in Early Childhood Education, Child Development, Nursing, Social Work, or Child-Related Field Preferred.
  • • Must be computer literate.
  • • Strong interpersonal skills/ability to relate to people with respect for their individuality in a non-judgmental manner, and maintain confidentiality in daily operations.
  • • Ability to work effectively with multi-disciplinary community professionals.
  • • Knowledge of early child development.
  • • Public relation skills and ability to speak to both large and small groups.
  • • Task-oriented; behavior supports beginning and completing a project/task within a specific time frame.
  • • Experience in working with culturally diverse communities and families with the ability to be culturally
  • sensitive and appropriate.
  • • Experience in conducting group educational or support sessions.
  • • Demonstrates excellent writing and organizational skills.
  • • Ability to use word processing software to create professional reports.
  • • Ability to establish and maintain personal/programmatic boundaries, while providing supportive services.
  • • Highly organized, detailed-oriented and able to work in a fast pace environment.
  • • Fluency in written and spoken Spanish and English may be required.
  • • Experience in working with or providing services to children and families
  • • An ability to establish trusting relationships
  • • Acceptance of individual differences
  • • Experience and willingness to work with the culturally diverse populations present among the site’s target population
  • • Knowledge of infant and child development
  • • Open to reflective practice (i.e. has capacity for introspection, communicates awareness of self in relation to others, recognizes value of supervision, etc.)
  • • Infant mental health endorsement preferred (if available in the state)

Formal Training and/or Work Experience

  • Motivation to learn to conduct family assessments using strength based approach.
  • Experience working with young children and their parents.
  • Motivation to learn community resources.
  • Experience working with overburdened families.
  • Experience conducting meetings and public speaking.

  • Home visits may expose the incumbent to unsanitary conditions.
  • Physical capability to effectively use and operate various items of office-related equipment, such as, but not limited to, a personal computer, copier, and fax machine.

Some walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing and pulling.

  • Ability to lift 30 pounds.
  • Primarily field-based with travel to community locations and family homes.
  • Occasional evening or weekend hours may be required for outreach events.
  • Ability to operate a motor vehicle and willing to use personal vehicle for work-related, reimbursable travel. Must possess a valid Virginia Driver’s License.
