Federal Reserve Board - Business Process Analyst (Scrum Master)

The Business Process Analyst (BPA) will support Business Process Improvement (BPI) programs by leading structured process discovery, mapping, analysis, and future-state design activities across multiple economic research and policy production workstreams.

The BPA will work within an Agile sprint team model, supporting the documentation and modernization of business processes, technology dependencies, data flows, and operational workflows to enable enterprise transformation and technology modernization initiatives.

Key ResponsibilitiesBusiness Process Analysis & Mapping

  • Lead end-to-end business process discovery sessions with business and technical stakeholders.
  • Develop comprehensive As-Is and To-Be process maps, workflows, and documentation using standardized methodologies.
  • Facilitate workshops, interviews, and working sessions to elicit requirements and identify pain points.
  • Document business rules, dependencies, bottlenecks, and operational risks.

Agile Workstream Support

  • Participate in 4-week sprint cycles within dedicated BPI sprint teams.
  • Contribute to backlog grooming, user story development, and acceptance criteria definition.
  • Deliver incremental, implementation-ready outputs including process artifacts and requirements documentation.
  • Support quarterly PI planning and cross-team coordination activities.

Analysis & Modernization Support

  • Identify cross-organizational redundancies and improvement opportunities.
  • Translate business needs into technology-enabled capability requirements.
  • Support development of enterprise architecture views aligned to business processes.
  • Analyze data flows, pipeline dependencies, and analytical workflows supporting economic and policy outputs.

Stakeholder Engagement

  • Engage business leaders, economists, technical staff, and program leadership.
  • Deliver executive-ready briefings, reports, and visualizations.
  • Support change management and communication planning as processes evolve.

Minimum Qualifications

  • Bachelor’s degree in Business, Economics, Information Systems, Operations, or related field from an accredited institution.
  • Minimum 8 years of experience conducting business process analysis (at least 3 years in a lead capacity).
  • Demonstrated experience developing As-Is and To-Be process documentation.
  • Experience facilitating requirements workshops with business and technical stakeholders.
  • Proficiency in process modeling techniques (BPMN, UML, swim lanes, journey maps, IDEF).
  • Experience using Agile tools (JIRA, Trello, Azure DevOps, etc.).
  • Experience applying process improvement methodologies (Six Sigma, BPM, Kaizen, CMMI, etc.).
  • Strong written and verbal communication skills.
  • Experience supporting government, financial, regulatory, or data-intensive environments.

Highly Valued Qualifications

  • Professional certification (BPM, CBPP, Six Sigma, PMI-PBA, etc.).
  • Experience supporting enterprise modernization or cloud transformation initiatives.
  • Familiarity with data pipelines, model lifecycle processes, or analytical systems.
  • Experience identifying enterprise-level improvement patterns across organizational silos.
  • Experience supporting executive governance or steering committees.
