Field Team Leader

Project Background Plan International is an independent development and humanitarian organization that advances children's rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 2027, where the country's purpose is in line with the global Plan International's Purpose "to advance children's rights and equality for girls". Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes.

The Opportunity To ensure that the program remains relevant and responsive to the needs of target communities and institutions (both beneficiaries and donors), as well as aligns with Plan's programs and fundraising priorities, a staff member will be required to carry out community development activities. The Field Team Leader will lead the Field Development Officer (FDO) to ensure the implementation of strategies that integrate programs, grants, and sponsorships in the field so that the FDOs can execute them effectively and the organization's targets can be achieved. This role aims to create a positive impact on achieving the outputs and outcomes of sponsorship communication, as well as to enhance program impact through meaningful participation of children, sponsored families, and other community members in the villages where Plan operates. The FDO Team Leader will also remain responsible for the implementation of sponsorship and communication programs, with a caseload agreed upon with the PIA Manager. The Team Leader will provide regular reports to the PIA Manager to ensure that projects and programs for sponsored children are implemented effectively.

Accountabilities for the Role

• Supervision and Capacity Building of the Field Development Officer (FDO) Team
• Create a positive team working environment both in the office and in the field, where rules and procedures are clear and well understood by all team members.
• Build the capacity of Field Development Officers in implementing the program development cycle and its relation to building relationships (BR) and managing sponsorship communication.
• Ensure that the FDOs have the ability to facilitate participatory programs-from project planning, implementation, monitoring, decision making, to providing feedback together with children and the community.
• Ensure that the FDOs have the ability to build relationships with children and communities, possess sufficient knowledge of sponsorship communication and BR, and are capable of facilitating, mobilizing, and building the capacity of community volunteers and village teams in carrying out sponsorship communication tasks, as well as program and project activities with Plan.
• Conduct continuous performance evaluations for several FDOs and provide advice, training, and coaching to improve performance.
• Implement team building strategies to enhance internal synergy and improve team productivity.
• Organize regular meetings among FDOs to discuss development issues and continuously encourage participatory decision making processes.
• Assist the PIA Manager in planning the PIA caseload, including the distribution of sponsorship children (SC) caseloads between the Team Leader and the FDOs.
• Program and Governance
• Identify issues related to children and young people, especially girls, in villages and sub districts.
• Prepare village communities and Community Based Organizations (CBOs) to support and participate in all stages of program implementation in the villages-whether managed by CBOs, NGOs, other partners, or directly by Plan.
• Engage and prepare traditional and religious leaders to support all Plan Indonesia programs in the villages.
• Propose village project priorities based on identified issues and the Child Sponsorship PIALTP.
• Conduct advocacy and provide assistance to village governments to allocate village funds in support of the Village Development Index (IDM) and the Village SDGs indicators.
• Build networks with community based organizations (CBOs) and civil society organizations to jointly advocate with duty bearers regarding the IDM.
• Facilitate children's and youth groups/organizations to voice their concerns and interests related to the fulfillment and protection of children's rights.
• Assist in the coordination and monitoring of other Plan funded projects within the community.
• Ensure the implementation of the Sahabat Plan initiative in the villages to secure village fund allocations or other resources for sustaining priority programs, in accordance with agreed quality standards and frameworks.
• Ensure the availability of updated village profile data each year, including identification of key issues and priorities in each village.
• Regularly share simple stories about achievements or changes occurring in the villages with the MER Officer and PIAM.
• Sponsorship / Communication Management
• Ensure that sponsorship communication is well integrated into community programs and managed in accordance with the requirements of Yayasan Plan International Indonesia and child centered community development principles.
• Take full responsibility for the quantity and quality of sponsorship communication products produced by CBOs/volunteers, ensuring they meet all sponsorship communication requirements.
• Be responsible for ensuring the implementation of Plan's nine commitments within the assigned working area.
• Provide orientation, guidance, and explanations to sponsors visiting the villages.
• Raise community awareness about the risks of unannounced visits and inform them of the proper steps to take should such situations occur.
• Conduct capacity building, training, and mentoring for volunteers on sponsorship communication knowledge, regulations, and skills, ensuring all volunteers acquire adequate knowledge and competencies before working to support Yayasan Plan International Indonesia.
• Organize at least one annual meeting with all Sponsorship Children (SC) and their families to maintain effective relationships with them.
• Conduct home visits, prepare reports, and carry out follow ups when necessary.
• Monitor the Sponsorship Children's (SC) wellbeing gaps in line with the agreed work plan and identify solutions to address these gaps.
• Support the MER PIA in measuring the impact of sponsorship communication on improving SC children's literacy and numeracy, as well as other activities related to achieving program indicators.
• Representation of Yayasan Plan International Indonesia in Villages and Sub Districts within the Working Area
• Act as the representative of Yayasan Plan International Indonesia in the villages and sub districts within the assigned working area.
• Provide regular program achievement reports to the village and sub district authorities to ensure good coordination and collaboration with all stakeholders.
• Ensure that the village records the contributions of Yayasan Plan International Indonesia by presenting information on all projects, including budgets.
• Inform village and sub district authorities about every activity conducted by Yayasan Plan International Indonesia.
• Discuss issues and challenges related to children and young people, especially girls, in the villages, and support them to participate in village development planning meetings (Musrenbang Desa) to voice their aspirations for programs.
• Provide guidance and assistance to children and young people in implementing programs resulting from the Musrenbang process.
• Ensure that the village and sub district governments are involved in every activity carried out by Yayasan Plan International Indonesia in their respective areas.
• Administration
• Ensure that all project monitoring and reporting requirements are met.
• Ensure that all liquidations and financial documents are submitted on time and are of good quality.
• Follow up on the Action and Accountability Log (AAL) resulting from internal and external audits.
• Safeguarding - PSHEA
• Ensures that Plan International's global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day to day work.
• Participates actively in capacity building and learning event on Safeguarding Children and Program Participants and Gender Equality and Inclusion.
• Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI.
• Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International's Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
