Job Summary
The Finance Director plans, directs, and manages all financial operations of the municipality, including budgeting, accounting, payroll, accounts payable, utility billing, financial reporting, debt management, and investment activities. The position ensures compliance with federal, state, and local regulations and provides professional financial guidance to the Town Manager and Town Council.
Duties
- Direct and oversee all financial operations of the Town.
- Prepare and administer the annual operating and capital budgets.
- Maintain accurate accounting records in accordance with generally accepted accounting principles (GAAP) and governmental accounting standards.
- Prepare monthly, quarterly, and annual financial reports.
- Coordinate and manage the annual independent audit process.
- Oversee accounts payable, accounts receivable, payroll, and utility billing functions.
- Manage cash flow, investments, and debt obligations.
- Ensure compliance with all applicable federal, state, and local laws and regulations.
- Prepare required reports for state and federal agencies.
- Supervise and evaluate finance department personnel.
- Assist the Town Manager and Town Council with financial planning and policy development.
- Administer internal controls and risk management practices.
- Attend Town Council meetings and present financial information as required.
- Perform other related duties as assigned.
Qualifications
- Master degree in Accounting, Finance, Business Administration, Public Administration, or related field.
- Certified Local Government Finance Officer (CLGFO) certification preferred.
- Minimum of five (5) years of progressively responsible experience in governmental finance or accounting, including supervisory experience.
- Thorough knowledge of municipal finance, budgeting, payroll, and governmental accounting standards.
- Strong leadership, communication, and organizational skills.
- Proficiency in financial software and Microsoft Office applications.
- Experience with North Carolina local government finance and budget laws.
Pay: $86,000.00 - $96,000.00 per year
