From overseeing budgets and investments to guiding compliance and advising leadership, you’ll play a key role in ensuring our library system remains sustainable, innovative, and responsive to public needs.

We’re looking for someone who can move seamlessly between detailed financial management and high-level strategy, while also supporting administrative operations and fostering strong relationships across teams, vendors, and stakeholders.

This position requires oversight of the below G6 and G9 positions and will also serve as backup for those positions, in addition to the core Finance Manager Responsibilities listed below.

The office manager (G6) must satisfy the following responsibilities:

• Provide administrative support to ensure the efficient operation of the office.
• Liaise with vendors, partners, & third parties as directed or assigned by a supervisor.
• Effectively communicate team and system goals.
• Assist with human resources functions such as hiring, onboarding, and offboarding.
• Effectively handle patron complaints or escalated public service needs.
• Answer phone calls, schedule meetings, and support visitors.
• Perform file maintenance and record retention efficiently and accurately.
• Collect and report data for system-wide reports and statistics.
• Carry out effective procurement, receiving, and distribution of all supplies and materials.
• Administer accounts payable and accounts receivable, including cash handling.

The office manager (G9) must satisfy the above and the following responsibilities:

• Administer and review daily financial tasks such as payroll, A/R, A/P, and general ledger maintenance.
• Administer staff benefits.
• Assist with the establishment and maintenance of internal controls.
• Assist with legal and regulatory compliance regarding financial matters.

The finance manager (G16) must satisfy the above and the following responsibilities:

• Oversees all financial areas including; payroll, A/R, A/P, and general ledger.
• Responsible for management of funds and investments including advanced analytics, reporting, business plan, grant preparation, and fundraising strategy.
• Assists with annual budget preparation and administration, including timely interaction with State Board of Accounts and DLGF.
• Coordinate services, negotiate, and manage contracts with vendors and third parties.
• Acts as financial advisor to the board, and prepares monthly financial reports.
• Legal and regulatory compliance manager regarding all financial matters.

Requirements:

A bachelor's degree in Accounting, Finance, or a related field is required

Experience with accounting practices relating to government/municipal in the State of Indiana is preferred

Advanced proficiency in Microsoft Excel (pivot tables, lookups, formulas, modeling, etc.)
