Job Summary:
Leads the County Finance Department. Ensures that the County's financial transactions are recorded in a timely and accurate manner, with sufficient internal controls to safeguard the assets of the County. Provides direction in the development, implementation, management, and reporting of the county operating and capital budget. Manage the county-wide grant administration. Supervise the preparation of financial statements, audits, and long-term debt. Coordinates the preparation and monitoring of the County's annual budget.

Essential Job Functions:
Serves as a member of the County’s Department Head team; identifies and develops courses of action to respond to a wide variety of organizational needs; develops short and long-range plans; provides staff with the appropriate tools and guidance in order to reach those goals.
Provides professional advice on issues to the County Administrator and Board of County Commissioners. Reviews proposed ordinances, regulations, and plans for accuracy and feasibility. Makes presentations to the BOCC, boards, commissions, and the public.
Compile information for budgets; prepares budget documents; reviews budgets, policies, and forecasts for adequacy of fund balances and financial soundness.
Oversee the administration of grants countywide. Ensure proper accounting of grants, compliance with grantor agency requirements, and financial reporting obligations. Monitors grant expenditures and revenue reimbursements.
Ensure compliance with and maintain awareness of federal, state, and local laws, rules and regulations pertaining to county or local government finance, including standards set by the Governmental Accounting Standards Board.
Manages financial controls and accounting procedures. Prepare audit reports and ensure full transparency over the financial performance of the county. Oversee payroll, accounts payable, and accounts receivable to ensure compliance of county procedure, timeliness of entries, and accuracy. Monitor process of quarterly tax payments and year-end process of payroll functions.
Provides leadership, direction and is responsible for partnering with assigned staff in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Creates strategic plans, assembles staff resources, and coordinates and balances activities of the department with other County departments, consultants, developers, contractors, governmental agencies, community organizations, and the public.
Prioritizes innovation and enhancement of the operations of the Finance Department by making appropriate changes in organizational structure, methods, and procedures; ensures the efficient and effective operation and maintenance of the department; ensures compliance with established policies and procedures.
Manages and supervises operations to achieve goals within available resources; evaluates work completed by the department to determine effectiveness in meeting goals and objectives of the department; oversees division workloads and staff assignments; ensures that assigned staff works as a team to avoid duplication of service and to ensure that customer expectations are recognized and met.
Hires, assigns, schedules, evaluates and directs work of subordinates, delegates tasks to assigned staff members. Recommends personnel actions including hiring, promotion, evaluation, corrective and/or disciplinary action, and separation.
Prepares, presents, and monitors the Department’s annual budget, ensuring fiscal responsibility and efficient use of resources. Controls costs, manages budgets, and ensures optimal use of personnel, capital improvements, and equipment to meet department objectives.
Maintains fixed assets database and reconciles reports. Communicates and interacts effectively with individuals and groups at all levels; informs interested and involved parties of matters requiring attention. Ensures compliance within the department with applicable policies, rules, regulations, and laws. Daily and timely finance correspondence by email, mail, and phone.
Process vouchers and invoices as requested. Processing of reoccurring invoices, lease payments, insurance, etc. Reconcile County Health Pool, prepare supporting documentation, and inform payroll monthly. Reconcile miscellaneous accounts and prepare appropriate journal entries. Process annual insurance premiums and associated renewal documents.
Reconcile county credit card and make payments. Oversee and assist payroll with quarterly and end-of-year earnings and withholdings and run W-2's. Performs year-end closings.
Responds to inquiries, engages with patrons and civic groups, and represents the organization at governmental and professional meetings. Builds and maintains relationships with external agencies, other local governments, private stakeholders, community groups, etc to communicate planning goals, policies, and programs.
General Requirements:
· Performs additional tasks as assigned, including filling in for other staff as necessary and/or required.
· May be required to work alternate schedules and/or in other work locations.
· Possess oral and written skills to communicate effectively, including but not limited to communicating actively, clearly, and regularly with supervisors and/or co-workers on all work-related topics.
· Understands, observes, enforces, and complies with all County and Departmental policies, procedures, and protocols when performing job duties both on and off County premises.
· Establishes and maintains professional working relationships with all County employees, customers, vendors, and community members.
· May be required to effectively manage multiple projects, deal with stressful situations, and adapt to sudden and unexpected changes in work assignments.
Other Requirements:
Colorado Bureau of Investigation Proper System Usage Training within 30 days of hire.
The following Incident Command System Training is required within one year of hire: ICS 100, 200, 300, 400, 700, and 800
Minimum Requirements:
Knowledge and level of competency commonly associated with completion of bachelor’s degree in a course of study related to the occupational field, including but not limited to: public or business administration, accounting, finance.
At least 5 years of experience sufficient to thoroughly understand the diverse objectives and functions of the department’s functions in order to direct and coordinate work within the department.
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
Possession of, or ability to obtain, a valid Colorado Driver’s License.
Desired Qualifications:
Knowledge of governmental budgeting, accounting, and auditing principles, techniques, and processes; of public administration theory and principles as applied to the fiscal management of government programs and administration; of applicable federal, state, and local laws and policies; of county government operations. Grant financial management.
Ability to maintain confidentiality. Skill in the operation of a computer, and knowledge of payroll principles, practices, methods, and procedures. Ability to deal with employees.
Physical Demands:
The work is mostly sedentary with periods of light physical activity and is performed in-office surroundings. Typical positions require works to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs; and bending.
Unusual Demands:
Work is subject to frequent Interruptions and Inflexible deadlines.
