SciTech Services, Inc. (SciTech) is seeking an Financial Analyst to support to the US Navy’s (USN) Naval Sea Systems Command (NAVSEA) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR). The primary purpose of this labor category is to deliver financial and accounting support for the

NAVSEA SBIR and STTR Programs, as well as for financial and accounting activities associated with Congress, the Small Business Administration (SBA), the Navy, and NAVSEA SBIR/STTR contracting. The candidate will perform financial analyses and must demonstrate professional experience in technical efforts supporting US Navy financial management.


Duties include but are not limited to
:


  • Perform managerial and cost accounting, budgeting, funding execution, workload management, contracting and acquisition support, and financial document management
  • Conduct financial analyses to ensure efficient allocation and effective use of financial resources, and offers recommendations to enhance operations, systems, and reporting.
  • Assist the NAVSEA SBIR/STTR in the execution of business operations and various management activities, including initiatives from the SBA, Department of Defense (DoD), Navy, and NAVSEA, as well as special projects and data requests.
  • Leverage the Navy enterprise resource planning system (ERP) to perform financial execution tasks.
  • Possess financial management expertise to be able to conduct financial analysis of business programs, cost estimate development, program status reporting, within the guidelines of the DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and the Planning Programming, Budgeting and Execution (PPBE) process.
  • Attend, participate, support, analyze, provide input, develop, prepare, and report on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.


Qualifications
:

Required:

  • Bachelor’s degree in Business Management or an equivalent field.
  • At least six (6) years of financial management experience.

Highly Recommended:

  • Three (3) or more years’ experience performing work on procurement policies and procedures in Department of Defense (DoD) or component SBIR/STTR Programs.
  • Experience in managerial and cost accounting, budgeting, funding execution, workload management, contracting and acquisition support, and financial document management
  • Excellent interpersonal skills, ability to communicate both verbally and in writing, positive attitude.
  • Outstanding organizational skills, accuracy, attention to detail, and ability to prioritize multiple tasks.
  • Work within deadlines, demonstrate the ability to troubleshoot problems, and perform duties with changing priorities and under hectic circumstances.
  • Microsoft OS experience.
