Financial Analyst - Federal Financial Management

Salary: $90,000 - $105,000/year

Empirical is seeking a Financial Analyst to support a high‑visibility federal financial management, data quality, and audit readiness mission. If you have strong experience in federal data analytics, dashboard development, and data quality testing, this role offers the opportunity to directly strengthen the accuracy, transparency, and reliability of a major federal program’s financial and operational data.

What You'll Do:

  • Provide financial analysis, forecasting, and budget support for federal program operations.
  • Develop cash flow projections, investment income analyses, and financial models for program funds
  • Support allocation tracking for Reimbursable Agreements.
  • Perform variance analysis, trend analysis, and financial performance reporting.
  • Conduct expenditure review activities, including analytical review and risk identification.
  • Support invoice processing workflows in G‑Invoicing and UFMS, including validation, routing, tracking, and reconciliation.
  • Monitor and reconcile agency allocations for accuracy, completeness, and compliance.
  • Analyze financial and operational data to support decision‑making.
  • Prepare management reports, dashboards, and briefings for senior leadership.
  • Support internal controls testing and compliance activities aligned with OMB Circular A‑123, GAO Green Book, and federal financial management standards.
  • Assist with the development and maintenance of financial SOPs, process improvements, and modernization initiatives.


What We're Looking For:

  • Bachelor’s degree in finance, business, accounting, or a related field (required).
  • Minimum 3 years of experience supporting federal budget or financial management operations.
  • Demonstrated experience applying U.S. GAAP, OMB Circular A‑123, and GAO Green Book.
  • Experience with federal financial systems such as UFMS, G‑Invoicing, or similar platforms.
  • Strong analytical skills with the ability to interpret financial data, identify anomalies, and recommend corrective actions.
  • Experience supporting working capital funds, enterprise funds, or reimbursable programs (preferred).
  • Excellent written communication skills and the ability to prepare audit‑ready, traceable documentation.
  • Ability to obtain and maintain a federal background investigation or security clearance.
