Responsible and professional work involving financial analysis and a broad range of financial management activities for the Engineering and Public Works Department. Participates in financial operations related to multiple funding sources for the Division of Administrative Services, including budgeting, budget analysis, purchasing, payroll, contract and fiscal monitoring, and customer service. Performs detailed financial and/or management analyses; reviews and prepares budget requests; develops forecasts of revenues and expenditures; evaluates and prepares grant-related financial reports. Applies knowledge of financial management analysis methods and procedures. Supervises Fiscal Specialist staff. Performance is reviewed by an administrative superior through conferences, reports, and observation of results achieved.

QUALIFICATIONS
This position requires qualified applicants to possess one of the following:

  • A Master’s Degree in Business/Public Administration (MBA/MPA),

OR

  • A Bachelor’s Degree in Accounting, Finance, Business/Public Administration, or Economics,

OR

  • An Unrelated Bachelor’s Degree; minimum of two (2) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis,

OR

  • An Associate’s Degree; minimum of three (3) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis,

OR

  • Graduation from high school or an equivalent recognized certification; minimum of four (4) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis.

PREFERRED QUALIFICATIONS
Preferred qualifications include:
  • Experience processing construction contract invoices for payment or certification forms,
  • Experience using Advantage Financial System/other government financial software (must specify on application),
  • Experience processing payroll using Human Resources Information System (HRIS)/other payroll software, and
  • Experience with Microsoft Office Suite/Crystal Reports.
