POSITION SUMMARY:
The Senior Financial Analyst – Public Works is responsible for providing analytical, technical, and financial administrative support to the Public Works Department. While primarily focused on supporting the controller, this position also provides day-to-day oversight of accounting specialists, ensuring they are well-informed and effectively utilizing financial systems and processes.
This role involves conducting high-value accounting and analytical work related to capital projects, grants, financial analytics development, and the implementation of best practices in financial systems. Additionally, the analyst supports the budget process by performing budget analytics, balance sheet reconciliations, and special project assignments. Collaboration with finance functions across Public Works departments is essential to ensure compliance with city-approved finance policies and procedures.
The analyst also analyzes financial requests, applies budget and finance guidelines, and interprets financial statements in accordance with relevant laws, including GAAP, GAAS, and GASB standards. Maintaining effective working relationships with supervisors, colleagues, and the public is a key aspect of this position.
ESSENTIAL FUNCTIONS:
- Implement city-approved finance policies and practices.
- Conduct special studies requiring data compilation and present findings in oral and written formats.
- Develop accounting and audit control methods to comply with regulations.
- Review grants for budget consistency and work with granting agencies for compliance and reimbursement.
- Reconcile reports, resolve discrepancies, and analyze accounts, including General Ledger balancing.
- Prepare and maintain the City’s long-range Capital Improvement Program (CIP).
- Analyze organizational and financial issues, taking appropriate actions independently or collaboratively.
- Assist in preparing staff reports, presentations, and periodic reports as needed.
- Maintain latecomers’ reimbursements and assist in transfer expenses for the Public Works Department.
- Serve as a liaison between the Department and other city departments, public agencies, and the general public.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
- High School Diploma or GED required.
- Bachelor’s Degree in Finance, Accounting, or Business preferred, or four years of relevant or equivalent experience in budgeting or accounting, preferably in the public sector.
- Local municipal government finance experience is preferred.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
- Considerable knowledge of public budgeting and accounting.
- Considerable knowledge of understanding of the principles and practices of organization and management.
- Strong Excel, PowerPoint, Word skills and the ability to generate professional presentations.
- Ability to research, analyze, and evaluate proposed programs and expenditures.
- Ability to work with large amounts of data, interprets financial records, detect errors, and prepare financial reports.
- Ability to maintain effective working relationships with other employees.
- Ability to work in an office setting, including reading printed materials, and communicate in person, and over a radio and telephone.
- Ability to establish and maintain effective working relationships with assigned supervisors, other employees, and the general public.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.

WORK ENVIRONMENT:
- The principal duties of this class are performed in both a general office environment and in the field in a variety of terrains and weather conditions.
