Financial Analyst – Transportation and Infrastructure

The Finance Division facilitates review and adoption of the City’s expense and capital budgets by the Council, conducts budget-related oversight and legislative work, and advises the Speaker, Committee Chairs, and Council Members on fiscal and budgetary policy issues. The work of the Division supports the Council’s Finance Committee, as well as other Committees of the Council in budget hearings and oversight, and in consideration of the fiscal impact of proposed legislation.

The New York City Council’s Finance division is seeking to fill a Financial Analyst position in the Budget Unit

KEY RESPONSIBILITIES:

• Provide financial analysis and policy input to the City Council Committees on Transportation and Infrastructure.
• Review and monitor the budgets of city agencies in relation to transportation and infrastructure policies.
• Track actual and projected agency spending and revenues, agency contractual spending and capital project planning, implementation and costs.
• Prepare reports and analyses on budget and fiscal matters for Council budget and oversight hearings.
• Staff City Council Committee task forces, assist in preparing legislative, budget and oversight hearings, monitor agency performance, and track a broad range of public policy issues.
• Prepare fiscal analysis for proposed legislation.
• Provide oversight and tracking of Council designated funding.
• Prepare analyses on special research questions as directed by the director and/or managing deputy director.
• Represent the Finance Division and Council at high-level meetings and events with City agency Commissioners, union leaders and issue advocates.
• Make presentations to Council Members and staff on key budget and agency issues.
• Advise elected officials and senior staff on budget and policy matters.
• Must be able to work on the weekends and/or during the evening hours as needed.
• Perform other duties, as assigned.

QUALIFICATIONS:

• Master’s degree is strongly preferred.
• Prior work experience with transportation policy, government operations, and budgeting.
• Educational background in public policy, economics, finance, business, government administration or a related area, with a demonstrated interest in public service.
• Excellent quantitative and analytic skills.
• Ability to express themselves clearly and concisely both in writing and orally.
• Experience multitasking on several projects at one time.
• Ability to work under tight deadlines.
• Fluency with the Microsoft Suite.

New York City residency required within 90 days of appointment.
