Primary Purpose of this Position:

The primary purpose of this position is to serve as the Networked Weapons & Modeling Intelligence Group (WM) Commander's trusted advisor on financial execution and budget matters affecting the WM Group & squadrons.


Responsibilities:

1. Serves as the financial manager for matters related to strategic planning and execution of the WM Group's multi-year, multi-appropriation, multi-source financial programs.

2. Formulates and implements financial management controls to maintain efficient and effective utilization of resources.

3. Functions as the technical expert for financial and acquisition management of WM managed programs

4. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.


Qualifications:

1. Extensive knowledge budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations, and skill in applying this knowledge to difficult and complex work assignments.


2. Expert knowledge of AF, DoD, Office of Management and Budget (OMB), and Congressional Laws, regulations, instructions, policies, and directives; comprehensive and detailed knowledge of processes and procedures by which budgets are developed, transmitted, presented, and examined by the IC, OMB, and reviewed by Congress.


3. Detailed knowledge of the financial management and program objectives of HAF, NASIC, DIA, NSA, Congress, and others as required; broad knowledge of the missions and processes of NASIC and its interrelationships with the intelligence Community.


4. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management.

5. Knowledge of annual and multiple-year appropriations; their characteristics, uses, applications, and data structures.


6. Ability to communicate effectively, both orally and in writing, and ability to research, interpret, and apply fiscal, statutory, and regulatory guidelines, policies, and regulations.


Desired Skill Sets:

1. Proven expertise managing and executing multi-million dollar budgets within the Department of the Air Force (DAF) framework. Highly proficient in navigating DAF financial systems (such as DEAMS, CRIS, or FM Suite) to track commitments, obligations, and execution rates. Strong understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process, specifically at the Wing, Group, or Squadron level, across various funding types (e.g., O&M, RDT&E)


2. A passion for continuous process improvement and a demonstrated ability to leverage modern analytical tools to drive efficiency. Experience utilizing advanced Excel, Power BI, Tableau, or scripting/automation tools (e.g., VBA, Python, Robotic Process Automation (RPA)) to streamline repetitive financial processes, eliminate manual data entry, and synthesize complex financial data into interactive, visual dashboards for leadership decision-making.


3. Demonstrated leadership qualities. Outstanding communication skills, with the ability to translate complex financial realities and risks into actionable mission intelligence. Proven capability to lead cross-functional teams, professionally mediate competing resource demands, and build collaborative partnerships across teams.
