FinOps Engineer/Analyst

L2 Cyber Solutions (L2 Cyber) has a Federal contract to provide a FinOps Engineer/Analyst to support the Office of Geostationary Earth Orbit Observations (GEO), a joint program under the National Oceanic and Atmospheric Administration (NOAA) and the National Aeronautics and Space Administration (NASA). This multi-billion dollar hybrid cloud satellite ground system receives, processes, disseminates, stores, and archives petabytes of weather observation data and information collected from space-based assets in support of weather forecasting/prediction and environmental science.


The FinOps Engineer/Analyst will be responsible for supporting the management and optimization of cloud costs, bridging the gap between engineering, finance, and business teams to drive accountability, and maximize government return on investment. Key responsibilities include monitoring cloud spending, forecasting budgets, implementing cost-saving measures, and creating actionable, data-driven reports for leadership.


The FinOps Engineer/Analyst is a customer-facing role, with demonstrated expertise at the consulting level in FinOps, Federal Government budgeting/financial oversight, and hands-on cloud (specifically AWS) solution implementation.


Duties/Responsibilities


A successful candidate must be self-driven and possess the analytical skills to resolve challenging business and technical issues, often through collaboration with other subject matter experts with both other internal oversight experts, and service provider vendors. The candidate will serve as a business and technical resource to the team regarding FinOps best practices, cloud engineering, and Federal budgeting. The candidate must demonstrate the ability to think strategically about the customer's business needs and requirements, propose and develop sound use-case driven recommendations, and drive tasks to completion.


  • Establish and oversee FinOps policies and best practices implementation
  • Serve as the technical expert and architectural advisor for cloud cost optimization, reviewing new and existing designs to ensure cost-effectiveness and efficiency
  • Identify architectural waste and inefficiencies, providing clear, documented remediation plans
  • Oversee AWS budgeting and cost management, including multi-year forecasts
  • Develop and support cloud cost tagging strategy and implementation
  • Strategize cost saving measures and oversee implementation
  • Document both executive-level and engineering-level budgets, forecasts, strategies, and processes
  • Brief varying levels of stakeholders on role deliverables/efforts
  • Utilize AWS financial services/tools, including - AWS Cost Explorer, AWS Resource Groups and Tag Editor, AWS billing, etc
  • Oversee and support AWS Master Payer management
  • Coordinate with Federal supervisors on cloud utility contracts and monthly invoice management
  • Perform other costing and budgeting tasks, including follow-on contract/acquisition support and Contract Line Item Number (CLIN) oversight

Role Requirements

  • Bachelor's degree
  • At least 5-10 years of direct relevant experience
  • Expertise in FinOps principles and implementation practices
  • Expertise in Federal budgeting, contract oversight, and financial management; specifically the Planning, Programming, Budgeting, and Execution (PPBE) process
  • Expertise in cloud architecture and solutions; specifically AWS
  • Thorough understanding of AWS pricing, cost structures, and billing models
  • Experience with on-prem migrations to cloud systems, and oversight of hybrid cloud systems
  • FinOps Foundation certification
  • AWS certification
  • Ability to work on U.S. Government contracts, and pass/maintain a Federal background investigation

Preferred Qualifiers

  • STEM Bachelor's degree
  • Located in the greater DMV area
  • Previous NOAA/NASA experience

Additional Information

  • This is a hybrid-remote role, with at least two days/week (preferred) at the primary customer location: Goddard Space Flight Center (GSFC), MD
  • This role may require occasional travel (10%) to Melbourne, FL

Benefits

  • In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role is $160,000 - $220,000
