Fire Captain

Classification Definition

To plan, coordinate, assign, direct and participate in emergency and non-emergency operations and activities of an assigned shift in a fire station; to serve as incident commander on emergency scenes; to ensure that adequate personnel are available for each shift; to ensure that all assigned activities are carried out effectively, efficiently and according to department guidelines and policies; and to perform a variety of duties relative to assigned areas of responsibility.

Essential Duties and Responsiblities

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Fire Battalion Chief.

Exercises direct supervision over assigned personnel including Fire Engineers, Firefighter/Paramedics, Firefighters, Paramedics (Non-Safety) and EMTs (Non-Safety).

ESSENTIAL FUNCTION STATEMENTS-Essential responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1. Plans, coordinates, assigns, directs and participates in emergency and non-emergency response operations and activities of an assigned shift within a fire station; ensures assigned activities are carried out effectively, efficiently and according to department guidelines and policies.

2. Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements resulting policies and procedures.

3. Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.

4. Directs, coordinates, supervises and reviews the work plan for assigned personnel; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

5. Responds to alarms involving fire, medical aid, gas leaks, hazardous substances and rescue work; assumes incident command, unless relieved; conducts incident assessment tactics, strategy development and implementation; directs and performs firefighting duties; places fire hoses, sets ladders, operates fire streams, ventilates and enters burning structures to extinguish fires and perform rescue services; performs salvage and overhaul operations to remove hazards and prevent water damage; operate pneumatics and auxiliary equipment such as generators and pumps.

6. Directs and participates in equipment and station maintenance, fire prevention and inspection, paramedic services and other operational and administrative assignments.

7. Prepares, submits and maintains reports on emergency calls and department activities; submits requisitions for required equipment and supplies; supervises the data entry and maintenance of various data bases.

8. Supervises the maintenance and repair of fire station buildings and grounds, equipment and apparatus; tests and inspects hoses.

9. Trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; enforces departmental policies and procedures and recommends disciplinary action, as necessary.

10. Provides staff assistance to the Fire Battalion Chief; participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary; performs special administrative assignments as needed, including public information activities and fire investigations

11. Coordinates fire suppression activities with those of other divisions and outside agencies and organizations.

12. Attends and participates in professional group meetings; stays current on new trends and innovations in the field of fire suppression, hazardous materials, urban search and rescue, emergency medical services and other fields relevant to assigned responsibilities.

13. Performs related duties and responsibilities as required.

Minimum Qualifications

Experience and Training Guidelines
Minimum requirements as a condition of hire:

Experience:
Six years of experience as a firefighter, firefighter/paramedic or fire engineer with the City of Rialto Fire Department.

Training:
Associates degree or 60 semester units with major course work in fire science or a related field.

Licenses and Certifications

  • Possession of a State of California Class C driver's license with Firefighter Endorsement.
  • California State Fire Marshal's Office Fire Officer certification or Company Officer certification.

  • Submission to the California State Fire Marshal's Office meeting the requirements for issuance of a Company Officer task book at the time of application for Fire Captain promotional testing and submission to the California State Fire Marshal's Office meeting the requirements for issuance of a Company Officer certification prior to the completion of a Fire Captain probationary period
  • Rialto Fire Department Company Officer certification.
  • Completion of Rialto Fire Department Certified Driver program.
  • Current State of California Emergency Medical Technician or Paramedic certification/licensure with eligibility to work under the Inland Counties Emergency Medical Agency policies.
  • Firefighter I and II certification.
WORKING CONDITIONS

Environmental Conditions:
Emergency fire fighting environment; hazards of emergency driving; work at heights on scaffolding and ladders; work with water; exposure to airborne and bloodborne pathogens, heat, noise, dust, grease, radiant energy, toxic materials and inclement weather conditions; work in confined spaces.

Physical Conditions:
Essential functions may require maintaining physical condition necessary for heavy or moderate or light lifting, bending, stooping, kneeling, crawling; walking, standing or sitting for prolonged periods of time; operating motorized equipment and vehicles.

Knowledge of:

Operations, services and activities of a fire suppression and prevention program.
Modern and complex principles and practices of fire fighting.
Methods and techniques of basic life support, rescue operations and hazardous materials handling.
Hazardous materials and chemical spill response techniques.
Procedures and equipment used in modern fire fighting and emergency response activities.
Geography and street layout of the City and surrounding area.
Operational characteristics, maintenance and repair of various fire apparatus and equipment.
Principles of budget preparation and control.
Principles of supervision, training and performance evaluation.
Pertinent Federal, State and local laws, codes and regulations governing the handling and storage of hazardous materials.

Ability to:

Supervise, direct and coordinate the work of lower level staff.
Interpret and explain City fire suppression policies and procedures.
Render emergency medical care at the basic life support level.
Prepare clear and concise reports.
Analyze emergency situations and develop appropriate response.
Oversee and participate in fire fighting and emergency response activities.
Inspect, maintain and repair fire apparatus, equipment and station building and grounds.
Respond to requests and inquiries from the general public.
Prepare and present public information and educational programs.
Operate office equipment including computers and supporting word processing and spreadsheet applications.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Selection Process:

Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.

Veterans Preference Credit Eligibility:

Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. RETIREMENT
The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members. The greatest impact is felt by new CalPERS members.

As defined by the PEPRA, a new member includes:

  • A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.

  • A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.

  • A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.

All members who don't fall into the definitions above are considered classic members. Classic members will retain the existing benefit enrollment levels for future service with the same employer.

PERS Retirement Employee Cost-Sharing: Safety 9% (Post-Tax until after PERS Contract Amendment effective date regarding cost-sharing/pretax)

According to the Rialto Professional Firefighters Local 3688 Memorandum of Understanding, in addition to the monthly salary, the City offers:

RETIREMENT benefits are provided to City employees by the Public Employee's Retirement System (PERS), at 2.7% at age 57 formula.

CAFETERIA PLAN City's contribution to the Cafeteria Plan is $1,800 to go towards the employee's contributions for Health, Vision, and Dental insurance premiums for each employee of the unit.

LIFE INSURANCE provides a $150,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children.

BILINGUAL PAY is paid ($100 per month) to employees who successfully pass the bilingual proficiency examination for Spanish.

VACATION with pay of 6.47 hours per pay period is granted the first through the fourth year.

SICK LEAVE is accumulated at the rate of fourteen (14) hours per month for 56-hour/week personnel and ten (10) hours per month for 40-hour/week personnel. This amounts to one hundred sixty-eight (168) hours per year for 56-hour/week employees and one hundred twenty (120) hours per year for 40-hour/week personnel.

SPORTS CENTER usage has been made available; at no cost, to all employees as set forth in the usage guidelines. The facilities include weight room, racquetball and tennis courts, pool, sauna, and jacuzzi.

DEFERRED COMPENSATION is available to those employees who wish to supplement their retirement income. Money may be deducted from their checks and placed in a security plan without paying taxes on the amount until it is withdrawn. For employees with 10 years, the City shall pay $500/month toward deferred compensation plan. For employees with 5 years, the City shall pay $100/month toward deferred compensation plan.

EMERGENCY SERVICE: All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.
