Public Safety

Fire Captain

The Fire Captain for the Tolowa Dee-ni' Nation Department of Public Safety serves as a frontline company officer responsible for supervising personnel, directing emergency response operations, and managing daily station activities. The position oversees incident response, ensures operational readiness of apparatus and equipment, and supports community risk-reduction initiatives while maintaining alignment with Tribal safety protocols and cultural values.

All Tolowa Dee-ni' Nation employees must submit to a background check and abide by all Tribal, federal, and state laws. All employees must comply with Tolowa Dee-ni' Nation drug free workplace policy and will be subject to pre-employment, random, for-cause, and post-accident drug and alcohol testing. Qualified American Indian Preference applies.

Essential Functions, Duties, and Responsibilities:

  • Assist in the development, review, and implementation of departmental policies, procedures, and operational plans.
  • Coordinate operational documentation, communications, and logistics support during emergency incidents.
  • Provide daily supervision, mentorship, and professional development for fire department personnel.
  • Develops and facilitates training drills and educational programs to maintain crew proficiency and certification standards.
  • Prepares and maintains detailed incident reports, personnel records, and equipment maintenance logs in compliance with Tribal and federal requirements.
  • Works effectively with local, state, and federal emergency services during mutual aid responses and large-scale disasters.
  • Conducts formal and informal reviews of staff performance, identifying areas for growth and providing constructive feedback.
  • Oversees vegetation thinning, prescribed burning, and brush clearing projects to reduce wildfire risk across Tribal lands and adjacent properties.
  • Directs and coordinates personnel, apparatus, and equipment during fire suppression, medical, rescue, and hazardous materials incidents.
  • Ensures inspection, maintenance, and operational readiness of apparatus, pumps, tools, and personal protective equipment in accordance with departmental and NWCG standards.
  • Perform other duties as assigned.

Required Knowledge:

All Tolowa Dee-ni' Nation employees are expected to have general knowledge of typical office technologies such as computers, printers, copiers, fax machines, and typical office software.

Job Specific Required Knowledge:

  • Knowledge of Tribal government operations, policies, and procedures, particularly as they relate to public safety and emergency services.
  • Familiarity with local, state, and federal public safety partners, including USFS, BIA, CAL FIRE, and neighboring fire agencies.
  • Understanding of mutual aid systems, cooperative agreements, and resource-sharing practices within Del Norte County and surrounding regions.
  • Understanding of S-290 concepts, including the influence of fuel types, local topography, and weather patterns on fire behavior to ensure effective tactical deployments and crew safety.
  • Technical expertise in mobile attack techniques and water delivery systems, specifically the operation and maintenance of Type 3, 4, or 6 engines and portable pumps (S-211) in off-road and wildland urban interface environments.
  • Proficient in mechanical fuels reduction and the application of prescribed burning, including the safe use of chainsaws and ignition devices to meet Tolowa Dee-ni' Nation land management goals.

Physical Requirements:

  • Ability to pass and maintain the NWCG Arduous Pack Test (3 miles with a 45-lb pack in 45 minutes or less). The Pack Test must be successfully completed within two weeks of medical clearance. Employees will be allowed three attempts to successfully complete the Pack Test. If an employee is unsuccessful after three attempts within the two-week period employment the individual will no longer qualify for the position and employment in the position will be terminated. Termination for failing to meet this requirement will not prevent future employment.
  • Use hands and arms to operate office and field equipment and for repetitive-motion tasks for more than one hour at a time.
  • Sit for more than half a workday.
  • Stand or walk for more than a workday.
  • Bend, stretch, twist, crouch, and reach.
  • View electronic monitors for prolonged periods of time.
  • frequently lift and/or move more than 50 pounds and occasionally lift and/or move more than 100 pounds.
  • Push or pull, using up to moderate force.
  • See and hear with normal acuity.

Working Conditions:

  • Work is conducted in both the office and the field.
  • Travel is required, up to 75 percent of the time.
  • Work is occasionally required in confined spaces, in areas of high noise, and/or in high or low temperatures.

Qualifications

• Must be currently qualified as an Engine Boss (ENGB) with a valid Incident Qualification Card (Red Card). • Must meet NWCG Instructor standards (e.g., completion of M-410 Facilitative Instructor or equivalent) to lead 100-200 level NWCG courses and agency-specific training. • Minimum of 5 seasons of wildland fire experience • 2 seasons in a supervisory or "lead" capacity on an engine or hand crew. • Must be certified in the following Incident Command System (“ICS”) courses within first year of hire: ICS 100, 200, 300, 700, and 800. • Must be certified in First Aid and Cardiopulmonary Resuscitation (“CPR”) 90 days of date of hire. • Valid state issued driver’s license and/or the ability to obtain a California or Oregon driver’s license. Must be insurable on the Tribe’s insurance policy.
