FIRE CAPTAIN / PARAMEDIC

SUMMARYUnder general direction of the Fire Chief, plans, coordinates, assigns, directs, and participates in emergency and non-emergency operations and activities of an assigned shift in a fire station; serves as Incident Commander during the initial response until relieved by a Chief Officer on emergency scenes; ensures adequate personnel are available for each shift; ensures all assigned activities are carried out effectively, efficiently, and according to department guidelines and policies.This position requires current paramedic licensure and includes responsibility for oversight of advanced life support (ALS) services, EMS personnel, and clinical performance within the District.Performs firefighting, emergency and non-emergency medical response, and related activities to protect life and property; performs related duties as required. This position is considered FLSA non-exempt.DEFINITIONThe term (“District”) used throughout this job description means the Morongo Valley Community Services District.REPORTING STRUCTUREThis position reports directly to the Deputy Fire Chief and/or Fire Chief.District fire personnel at the rank of Fire Apparatus Engineer, Firefighter/Paramedic, Firefighter, Part-Time Firefighter EMT/Paramedic, and Reserve Firefighter report to this position.ESSENTIAL FUNCTIONSOperations & CommandPlan, coordinate, assign, direct, and participate in emergency and non-emergency response operations and activities of an assigned shiftEnsure assigned activities are carried out effectively, efficiently, and according to department guidelines and policiesRespond to alarms involving fire, medical aid, hazardous materials, rescue, and related emergenciesAssume Incident Command and conduct incident assessment until relievedDirect fire suppression, rescue, and medical operationsEnsure scene safety, accountability, and effective deployment of resourcesEMS / Paramedic ResponsibilitiesProvide advanced life support (ALS) care in accordance with Inland Counties EMS Agency (ICEMA) protocolsServe as the lead paramedic and clinical authority on shiftOversee and ensure accuracy, completeness, and timeliness of EMS documentation and patient care reportsEnsure compliance with all EMS policies, procedures, and medical control requirementsMonitor and evaluate paramedic performance, clinical decision-making, and patient care deliveryEnsure readiness, proper maintenance, security, and accountability of medical equipment, supplies, and medicationsCoordinate with receiving hospitals, EMS agencies, and medical control as necessaryProvide guidance, training, and mentorship to firefighter/paramedics and EMT personnelIdentify EMS training needs and coordinate continuing educationSupervision & LeadershipDirect, coordinate, supervise, and review the work of assigned personnelAssign work activities and projects; monitor workflow; review and evaluate performanceConduct performance evaluations and address deficienciesTrain, motivate, and develop personnelEnforce departmental policies and procedures and recommend disciplinary action as necessaryTraining & ComplianceConduct and coordinate training in firefighting, EMS, rescue, and safetyEnsure personnel maintain required certifications and competenciesPromote adherence to departmental policies, SOPs, and safety standardsRemain current on trends and innovations in fire service, EMS, and rescue operationsAdministrative & Operational DutiesPrepare, submit, and maintain reports on emergency calls and department activitiesAssist in development and implementation of department goals, objectives, policies, and budgetIdentify resource needs and recommend improvementsSupervise maintenance and repair of fire stations, apparatus, and equipmentSubmit requisitions for equipment and suppliesParticipate in inspections, prevention, and Community Risk Reduction activitiesCoordinate with outside agencies and organizationsAttend meetings, including District Board meetings, when on dutyPerform special assignments, including public information and fire investigationsMay serve as Duty Officer as assignedMINIMUM QUALIFICATIONSEducation, Training and Experience Guidelines: Any combination of education and experience equivalent to: Associate degree or 60 semester units in fire science or a related field, andSix (6) years of full-time paid experience as a Firefighter, Firefighter/Paramedic, or Fire Engineer.Current State of California Paramedic License ICEMA accreditation, or ability to obtain within 45 days of appointment Valid California driver’s licenseICS 300 certification (or obtain within one year)Applicant must pass a criminal background check, Department of Motor Vehicles records check, pre-employment physical, and drug screening prior to appointment.KNOWLEDGE OFFire suppression, rescue operations, and Community Risk Reduction programsAdvanced life support (ALS) practices and pre-hospital medical careEMS protocols, regulations, and documentation requirementsHazardous materials response techniquesFire apparatus and equipment operation and maintenancePrinciples of supervision, training, and performance evaluationApplicable federal, state, and local laws and regulationsIncident Command System (ICS) and NIMSSKILLS INSupervising and directing personnelProviding advanced life support medical careAnalyzing emergency situations and making effective decisionsPreparing clear and concise reportsOperating fire apparatus and EMS equipmentCommunicating effectively both orally and in writingMaintaining effective working relationships with staff, officials, and the publicApplying safe work practicesLICENSES & CERTIFICATIONSMust possess a valid California class “C” driver’s license upon hire and maintain throughout the length of employment with the district.Must obtain a California Class “C” driver’s license with Firefighter endorsementsMust possess or be able to obtain California State Fire Training Fire Officer certification or Company Officer certification or equivalent within 1-year of date of appointment or date of employment is required. (Must meet NFPA 1021 Standards)Current State of California Paramedic certification/licensure with eligibility to work under the Inland Counties Emergency Medical Agency policies or ability to achieve accreditation within 45 days of appointment isrequired.California State Fire Marshal Firefighter I and II certification or equivalent is required.Fire and Emergency Services Instructor I certification from State Fire Training within one year of hire or appointment.Must possess current certification in Hazardous Materials Operations that meet 29 CFR 1910.120(q) requirements.Incident Command System 300 course certification within one year of hire date or appointment.PHYSICAL DEMANDS & WORKING CONDITIONSWork is performed in both station and field environments under hazardous and stressful emergency conditions. Duties require strenuous physical activity including lifting, climbing, crawling, and operating heavy equipment while wearing protective gear. Exposure to extreme temperatures, smoke, noise, hazardous materials, and other risks is expected.Must be able to work extended shifts (including 48-hour shifts), nights, weekends, and holidays, and respond to emergencies as required.
