Under the general direction of a Fire Battalion Chief, a Fire Captain supports the mission and values of the fire department and City of Santee, ensures the safety of personnel while supervising the operations of fire companies and station personnel in accordance with department policies and procedures, which include areas of training, fire inspection and investigation, public education, fire suppression to include pre-fire planning, emergency rescue and staffing; supervises and participates in the operation of equipment and instruction of personnel during fire suppression activities, emergency medical incidents and other types of emergency operations; performs various assigned administrative functions and special assignments and performs other related duties as required.
Candidates meeting the minimum requirements will be placed on the eligible list based on scores received on various testing components which may include one or more of the following:

The various testing components will be scored with a weighted value. The applicants will participate in all testing components. Applicants will receive additional instructions and testing schedules (time and location) once the application period has closed. Testing dates are tentatively scheduled for:
Monday, May 4, 2026, and Tuesday, May 5, 2026.
This promotional exam will establish an eligibility list that will remain in effect for a minimum twenty-four (24) months, unless the list is declared invalid in accordance with Personnel Rule 3.9.

The Fire Department is looking for a self-motivated, innovative, team-oriented professional who possesses exceptional interpersonal skills, a strong sense of community and the ability to direct and coordinate the activities of a Fire Company. The ideal candidate will be a goal-oriented leader who enjoys making a difference. The successful candidate must possess knowledge of the principles and practices of fire prevention and suppression, as well as the functions, characteristics and proper use of and maintenance of firefighting equipment and supplies. The successful candidate must also be able to supervise, train, motivate and evaluate department personnel while demonstrating the ability to communicate effectively both orally and in writing with internal and external customers.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Supervises subordinate employee activities in coordination with the mission and values of the fire department and City of Santee;
Ensures the safety of personnel while responding to alarms;
Supervises company personnel during medical emergencies, firefighting rescue and salvage operations;
Assesses emergency situations to determine appropriate firefighting strategies and tactics and determine the need for additional assistance and/or resources;
Assists in coordinating the maintenance and repair of departmental apparatus and equipment;
Supervises and participates with fire/safety inspections of buildings and installation of fire/safety systems as required by State and City codes and ordinances;
Participates in and coordinates the completion of pre-fire plans;
Schedules, instructs and trains fire department personnel in proper methods of emergency management techniques and procedures;
Trains, evaluates and disciplines subordinate personnel;
Assists in department budget preparation; and
Performs other related duties.

Application for the position of Fire Captain requires the following five (5) qualifications:
1. Five (5) years of service with the Santee Fire Department; AND
2. Completion of an Associate’s Degree or higher; AND
3. Completion of ALL of the following National Wildfire Coordinating Group (NWCG) courses:

S-215: Fire Operations in the Wildland/Urban Interface
-
S-230: Crew Boss (Single Resource)
-
S-231: Engine Boss (Single Resource)
-
S-290: Intermediate Wildland Fire Behavior (online version is not acceptable); AND
4. Previously obtained State of California Fire Officer Certification OR Completion of ALL five (5) of the following California State Fire Marshall Instructor Officer courses:

Company Officer 2A: HR Management
-
Company Officer 2B: General Administrative Functions
-
Company Officer 2C: Fire Inspections and Investigation
-
Company Officer 2D: All-Risk Command Operations
-
Company Officer 2E: Wildland Incident Operations; AND
5. Currently hold the rank of Fire Engineer
OR currently eligible on the Fire Engineer Acting List at the time of Fire Captain promotional examination.
These certifications/courses must be either uploaded at time of application or submitted to the Human Resources Department by 5:00 p.m. on April 10, 2026, to remain in the examination process. Failure to submit all required certifications by this date as outlined above will result in your disqualification from the examination process.
This position requires working outside in inclement weather with significant noise, fumes, odors and dust levels. Inherent to this position is the response to emergency calls at all hours within a 24 hour shift. There is the potential for exposure to environmental, physical, communicable diseases, and chemical hazards. The job requires physical labor including lifting and carrying equipment or materials up to 100 lbs. or higher in an emergency situation. Also, extended periods of walking, driving, standing, sitting, bending, stooping and crouching associated with firefighting and emergency response are required. The mental functions include reading, writing, mathematical computations, problem solving, managing multiple projects and decision making under stressful and possibly hazardous conditions. In addition, all candidates must meet the job performance requirements as stated in the NFPA 1001.
Possession of a valid CPR and Paramedic certificates required at time of appointment and maintained during the period of employment.
Physical Demands & Working Conditions
Must be able to legally operate fire apparatus on roadways and maintain that ability along with a good driving record during the period of employment.
