Job Purpose

Responsible to Develop, implement and continuously improve processes, which comprise the fire & safety components of the EHS management system. Responsible for Lead the effective implementation of site Emergency Response Services Management system among all Emergency Response operation division, inspection, checking, testing, performing preventive maintenance and minor repair of all plant firefighting equipment and system in accordance with the National Fire Protection Association (NFPA) Ma’aden Standards, HCIS and Manufacturer Standards at all Phosphate BU sites.


Key Accountabilities

Plan and oversee implementation of processes necessary to deliver environmental and occupational health & safety and fire management systems, aligned with IS0 14001, World Bank Guidelines, and the OHSAS 18001 and energy 50001 management system standard.


Contribute to ongoing improvements of environment, fire, and safety systems, by analyzing impacts in workplace at MPC RAK and JAL Mine and best practices in external environment.


Facilitate technical risk assessments and specialist investigations, such as environmental impact assessment, risk assessments, studies and the development and monitoring of environmental management programs, as well as incident investigations.


Audit performance in the field of fire and participate in self-assessment /special investigation /project with Ma’aden or external consultants to ensure fire protection and practices in the company are comparable with the external best practice.


Develop, review, and implement Emergency Response plan ERP, Crisis Management system, firefighting policies and procedures in accordance with MSHEM, Ma’aden Fire Protection Standard, NFPA codes and any local legislations.


Directs and participates in planning of emergency and crisis response, fire prevention, Maaden standard enforcement, NFPA code and HCIS requirement.


Investigates all fire and hazmat incident in the company and developed precautionary measures to eliminate the risk.


Maintain statistics and record on fire, Hazmat and rescue, also ensure the timely distribution of the report within the company, Ma’aden HQ, HCIS, Royal Commission and government agencies.


Assist operation and Project to resolve fire & safety challenges, to contribute towards continuous EHS & Fire improvement.


Prepare training, lesson plans and present it to staff in terms of EHS & Fire systems and standards.


Provide input in setting the Department’s annual budget, in accordance with the Function’s strategic goals and objectives.


Liaise with consultants and MPC personnel regarding the EHS & Fire aspects pertaining to safety.


Plan, review and implement all the Fire Department short- and long-term goals and objectives.


Liaise with all department’s management to ascertain the requirements and scheduling for fire protection training for each individual department.


Liaise with Ma’aden, MODON, JAMA’A, and all industries in Northen region with regards to fire protection issues.


Attend and support EHS Steering Committees across the company to foster awareness, review policies and procedures and optimize working practices.


Ensure all tasks and activities are performed in accordance with MSHEM & Ma'aden policies and procedures.


Reviews and approves new facilities to ensure compliance with Maaden fire protection standers, NFPA cods and any local legislations.


Keep the Executive Management updated about ERT concern(s) and maintain follow up mechanize.


Assess the current skill set of employees and identify the need for development programs.


Motivate, coach, develop and support respective employees.


Minimum Qualifications, Experience and Competencies


Minimum Qualifications:

University bachelor’s degrees in Fire and Safety Engineering or Equivalent


Minimum Experience:

At least 10 years’ experience in real time fire management, fire engineering and fire operations, in heavy industry, and processing plants, infrastructure or construction projects and Fire chief in 8 years



Skills:

High proficiency in English.

Demonstrated knowledge of leading Fire & safety practices.

Demonstrate the ability to think clearly and calmly under stress situations.

Able to analyze, troubleshoot and solve problems within the Emergency Services’ area of responsibility.

The candidate must possess computer skills and software knowledge.
