Fire Division Chief - Professional Standards

Position Description

TARGET ENTRY SALARY: $117,137 - $152,000 DOQ

Under administrative direction, the Fire Division Chief performs administrative and operational management of the agency's divisions specializing in strategic public safety activities at the Division Manager level within the Fire Department.

Duties and Responsibilities

Essential Functions: - Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages, and directs various organizational work units within the Fire Department, or any other work group as assigned; establishes goals, objectives, and priorities.
  • Provides recommendations regarding hiring and discipline; supervises and evaluates employees in assigned division.
  • Develops and monitors annual budget and manages operations within the budget; tracks and evaluates expenses and monitors budget guidelines, purchases, and other department needs.
  • Represents the City on local and regional committees and is responsible for similar activities, meetings, and forums.
  • Analyses, prepares, and maintains statistics, records, and reports and makes educational presentations to businesses, citizens and City employees.
  • Facilitates coordination of activities, promotes teamwork, and ensures communication among city departments and appropriate outside agencies.
  • Responds to emergency scenes as needed to coordinate functions at the request of the incident commander.
  • Supports and assists in general program and planning for the department; participates in training programs; recommends futures strategies for effective operation.
  • Duties may be fulfilled on a standard five-day work week or may be assigned to work a 24-hour shift schedule to backfill a District Commander position to meet the needs of the department, and are performed under the immediate supervision of the Fire Deputy Chief or Fire Chief with latitude to exercise administrative judgment and discretion in managing assigned activities in accordance with the Standard Operating Procedures and general policies of the Fire Department.
  • Performs other duties as assigned.

In addition to the preceding, the following specific information applies to managerial positions assigned to each individual division:

DIVISION AREA SPECIFICS:

Professional Standards :
Plans and directs the activities of the Division, which includes operational and workplace safety, firefighter recruitment, and health programs. Keeps abreast of pertinent laws and regulations, such as the Occupational Safety and Health Act and regulations and standards issued by the National Fire Protection Association, the Occupational Health and Safety Administration, the Environmental Protection Agency, and the Centers for Disease Control. Manages the Fire and Rescue Department’s occupational health program. Provides medical monitoring of employees exposed to occupational hazards as well as on the job injuries. Provides a liaison between the Fire and Rescue Department and the Human Resources Department, the City Attorney, and the Civil Service Board on human resource matters related to the recruitment, hiring, accident review, personal investigation and promotional processes. Reviews current and proposed General Orders, Standard Operating Procedures, and operating manuals for compliance with County, State, and Federal regulations pertaining to health, safety, and human resources.

Minimum Qualifications

Licenses, Certifications, and Equipment:

A valid State of Florida driver's license is required.
State of Florida Firefighter Certification is required.
Florida EMT or Paramedic Certification is required.
40-Hour Florida Incident Safety Officer Certification must be obtained within 1 year of appointment.

Education and Experience:

Bachelor's Degree in Fire Science, Business Administration, Public Administration, or a related field AND ten (10) of fire service experience including six (6) in a supervisory capacity in an organized fire department/fire district; OR an equivalent combination of education, training, and experience may be considered.
