Fire Lieutenant Ocean RescueJOB SUMMARYThe purpose of this classification is to perform supervisory duties within an assigned unit overseeing the functions and operations associated with water safety, rescue operations, controlling and extinguishing fires, protecting life and property, providing emergency medical treatment, and maintaining all fire equipment. ESSENTIAL JOB FUNCTIONSSupervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee appraisals.Coordinates daily work activities; organizes, prioritizes, and assigns work; develops work schedules to ensure adequate coverage; schedules leave time and reviews usage; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise. Supervises activities of assigned ocean rescue staff; assigns vehicles and equipment to personnel; ensures personnel receive adequate training; ensures that equipment is properly maintained for response to emergency calls; ensures the accuracy of documentation processed by subordinates; schedules and conducts ocean rescue meetings; or other activities. Communicates with supervisory personnel of adjoining shifts to gather/exchange information on orders, problems, special situations, or other areas requiring attention. Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individual; initiates any actions necessary to correct deviations or violations. Oversees and participates in response to emergency calls for water rescue, fire suppression, medical assistance, hazardous materials incidents, motor vehicle accidents, natural disasters, explosions, bomb threats, downed power lines, and other emergency situations; responds to instructions from dispatcher; contacts appropriate related agencies as needed; oversees response, assistance, or follow-up for non-emergency situations, such as investigating 911 hang-up calls, investigating odors, or checking well-being of elderly residents. Oversees and participates in driving on and off road, operating, and monitoring a variety of emergency vehicles/apparatus as needed; determines best route to reach location of emergency calls; performs safe driving functions in various weather conditions; positions apparatus and equipment for optimal use of equipment and hose. Assumes command of emergency scenes until relieved by commanding officer; assesses/evaluates incident scenes and determines necessary manpower allocation; ensures utilization of proper methods to suppress/control fires and preserve evidence. Oversees and participates in administration of first aid, artificial respiration, basic life support, or advanced life support according to level of certification; determines nature and extent of illness/injury; takes, records, and monitors patients’ vital signs; administers initial treatment at emergency scene; communicates with medical personnel at emergency treatment facility to obtain instructions regarding further treatment and to arrange for reception of victims at treatment facility; performs physical lifting techniques associated with moving patients between incident site, stretcher or ambulance; interacts with and calms family members of victims. Ensures vehicles and personnel maintain a state of readiness/preparation for emergency response; re-loads equipment and apparatus following response to emergency calls; monitors inventory levels of departmental supplies; initiates orders for new or replacement materials. Communicates with supervisors, employees, volunteers, dispatchers, other departments, fire officials, law enforcement officials, medical personnel, property owners/occupants, business owners/managers, architects, developers, contractors, engineers, victims, utility companies, civic organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.Oversees and participates in performing general maintenance tasks necessary to keep vehicles, buildings, quarters, hydrants, apparatus, equipment and tools in operable condition, which may include inspecting/testing equipment, inspecting/repairing hydrants, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning quarters; monitors equipment operations to maintain efficiency and safety; reports faulty equipment for necessary maintenance work. Provides the public with information regarding water safety, fire safety issues; participates in risk reduction efforts and schedules and conducts safety programs; conducts tours of fire station and fire trucks. Conducts training drills; participates in incident critiques; identifies additional/specific training required by individual in company; may conduct training and instruction in emergency medicine, cardiopulmonary resuscitation (C.P.R.), or other related area; may conduct training in other fire department disciplines; prepares, maintains, and submits associated reports and records. Assists with the development of the annual budget; monitors expenditures to ensure compliance with approved budget. Assists with formulating and developing work methods and practices, policies, standard operating procedures, training programs, and general orders; implements departmental rules and regulations; maintains current manuals, policies/procedures, bulletins, or map books for reference and/or review. Responds to questions, complaints, and requests for information from citizens, the news media, law enforcement and utility personnel, attorneys, medical personnel and others; addresses employee health and safety issues and provides public education; investigates complaints against subordinates. Patrols an assigned district on the beach for the purpose of observing the area for conditions that could endanger public safety, investigating complaints, and enforcing ordinances through voluntary compliance; maintains high visibility.Maintains inventory of supplies; conducts inventory counts; requisitions supplies as needed; maintains inventory and control of routine and controlled pharmaceuticals; performs daily and weekly controlled substance inventories; maintains related documentation. Prepares or completes various forms, reports, correspondence, performance evaluations, budget documents, purchase requests, tests, logs, checklists, incident reports, fire reports, DHR medical reports, refusal of treatment forms, maintenance records, or other documents. Communicates with supervisors, employees, dispatchers, other departments, fire officials, law enforcement officials, medical personnel, property owners/occupants, business owners/managers, contractors, engineers, victims, utility companies, civic organizations, the public, outside agencies, beach services, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in physical fitness training and continuing education activities; attends shift meetings, workshops and seminars as appropriate. Removes persons from dangerous water situations and administers first aid to injured persons as required; during major medical calls, assist in transportation of the patient off of the beach; Oversee and ensure lost/found individuals are reunited with their family in a timely manner.Understands important aspects of the beach environment and ecology; educates the public concerning ordinance violations; educates beach patrons about water safety in efforts to proactively prevent rescues; promotes public awareness of beach and watercraft safety through presentations at schools and civic groups; train all fire department lifeguard staff on the latest medical and lifesaving techniques.Maintains American Red Cross lifeguarding certification including waterfront module; maintain USLA training and standards set forth for Aquatic Rescue Response Team; obtain and maintain watercraft operator status.ADDITIONAL FUNCTIONSOversees the performance of and performs general housekeeping, laundry, cooking, and maintenance work associated with maintaining fire station; operates related equipment. Provides general public service functions, such as providing standby assistance for fireworks displays or helicopter landings, escorting parades/funerals, or providing general directions. Performs other related duties as required, requested, and assigned.
