The part-time Fire Lieutenant is a command position responsible for providing strategic leadership and operational readiness for the Fire Department. The Lieutenant oversees the daily activities of both fire stations and emergency response. This role balances administrative duties, such as personnel management, and policy implementation with field operations, serving as the Incident Commander on fire, medical, and hazardous material emergencies. This individual must demonstrate exceptional leadership, tactical expertise, and the ability to make critical decisions under extreme pressure to ensure the safety of both department personnel and the public.
EXAMPLE OF DUTIES
Essential Duties and ResponsibilitiesResponsible for all duties, activities, programs, facilities, equipment and apparatus within the assigned area, and determines priorities and implements programs and procedures. Participates in the planning and direction of operations including the planning, scheduling and deployment of personnel to ensure the optimum safety and delivery of fire and EMS services.Coordinates assigned operations with other departments and other agency functions, to promote proper communication, cooperation and the overall effective delivery of services. Manages and directs operations programs and assists senior leadership in strategic planning related to budgeting, billing, capital improvements, service delivery, training, regulatory/statutory compliance and related issues.Assists with determining priorities and implementing new programs, training, policies and procedures.Responds to fire calls or other emergencies and assumes command of incidents, maintaining the same responsibility and authority of the Fire Chief while in command and until relieved by higher authority.Operates Fire Department equipment and apparatus.Manages and maintains fire and medical supplies and equipment; coordinates purchasing of equipment and supplies.Manages assigned staff.Provides coaching, mentoring, feedback and evaluates staff performance.Recommends and implements discipline.Participates in staff meetings.Plans, identifies, directs and assigns resources for employee training needs and maintenance of employee records.Assists in conducting building inspections, fire code compliance and plan review.Commands fire personnel and resource allocations and coordinates unit functions within the division and with other agencies.Prepares a variety of reports, records, and data files.Represents the Fire Department and City in meetings, operational emergencies, and community events.Performs other duties as assigned or apparent.Note: These examples are intended only as illustrative of various types of work performed and are not all inclusive. The City reserves the right to add, modify, change or rescind work assignments.Required Knowledge and AbilitiesWorking knowledge of fire department organizational structure, policies, and procedures.Understanding of common fire service terminology, equipment, and apparatus.Familiarity with incident reporting systems (e.g. NERIS National Emergency Response Information System) and fire code compliance.Knowledge of the principles, practices, and techniques of modern fire suppression, rescue operations, hazardous materials response, emergency medical services (EMS) and emergency scene management.Knowledge of federal, state, and local laws, codes and ordinances pertaining to fire services. Understanding of safety procedures and protocols related to firefighting and emergency scene operations (e.g., NFPA standards).Familiarity with the use and maintenance of various firefighting tools, equipment, and personal protective equipment (PPE). Proficiency in Microsoft Office Suite, Word, Excel, Outlook, Teams, Fire Records Management, Computer Aided Dispatch Systems, and NERIS reporting and common database applications.Excellent written and verbal communication skills, with the ability to effectively convey information and ideas to colleagues, supervisors, City Council and the public. Strong interpersonal skills with the ability to establish and maintain positive and productive working relationships with supervisors, colleagues, City Council and members of the public.Minimum QualificationsHigh school diploma or equivalent.Valid Minnesota driver’s license.Five years’ relevant work
experience.Be able to pass an annual physical
examination.You must hold a valid Minnesota Firefighter License or certification.Currently certified in Firefighter II, Fire Officer I, 1072 Hazardous Materials Operations, Fire Instructor I, Fire Apparatus Operator, and Nationally Registered Emergency Medical Technician.Must possess current certifications in NIMS 100, 200, 300, 400, 700, 800Preferred QualificationsAssociates degree in Fire Science, Fire Administration, or a related field from an accredited institution.State-Certified Emergency Manager.Minnesota or National Registry Paramedic Certification.Supervisory experience with specific training.Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. situations.Work EnvironmentThis position requires exposure to outdoor weather conditions, extreme cold or high temperatures that may cause marked bodily discomfort or reactions. Exposure to blood borne pathogens and may be required to wear specialized personal protective equipment. Occasionally requires working in high, precarious places. Exposure to hazardous conditions and life-threatening situations.Conditions of EmploymentAdherence to all organizational and departmental policies is required.Expected Hours of WorkThis position typically follows a 12 to 14 hour shift, averaging 28 hours per week.
