Description

Columbia Basin College ("CBC" or the "College") seeks a Fiscal Analyst 2 to ensure financial compliance with all institutional, state and federal regulations and policies. This position will be expected to establish corrective action procedures and training for personnel across campus related to their area of expertise. This position will also work collaboratively in concert with, and as part of, the Accounting Services team to ensure accuracy and efficiency in accounting processes. This position reports to the Assistant Director for Accounts Receivable & Student Finance.

Primary Responsibilities

• Prepare, review and verify fiscal reports, analyze financial data, and provide recommendations for accounting system and process improvements in accordance with generally accepted accounting principles; manage compliance with federal, state, and local guidelines for state and federal awards;
• Review and reconcile student accounts, develop procedures to improve fiscal operations, and ensure compliance with accounting practices, processes, and regulations;
• Maintain and analyze accounts payable/receivable activities, ensuring timely payments and compliance with reporting and audit requirements;
• Monitor and reconcile past due accounts, analyze write-offs, and prepare AR aging and metrics reports; audit bank confirmations and revenue transactions;
• Review, analyze, and correct discrepancies in financial records and reports; prepare necessary adjusting entries and support monthly closing and reconciliation;
• Contribute to the development and review of Accounting Services desk manuals, ensuring alignment with accounting standards and regulations;
• Assist with fiscal year-end closing of financial records and manage compliance with federal time and effort grant reporting, including training personnel;
• Serve as a fiscal point of contact for accounts receivable, accounts payable, and interagency contracts; assist with capital asset and debt service accounting;
• Support grant administration by analyzing awards, monitoring indirect cost rates, and ensuring compliance with budgetary and regulatory requirements; and
• Other duties as assigned.

Required Qualifications

• Bachelor's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university; and
• One (1) year of relevant experience in an accounting or bookkeeping position.

• Associate's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university; and
• Three (3) years of relevant work experience in an accounting or bookkeeping position.

• Master's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university;
• Knowledge of governmental or non-profit accounting;
• Knowledge of sponsored programs and grants compliance and accounting; and
• Familiarity with Washington State accounting rules and regulations.

Terms of Employment

This position is a full-time, overtime eligible, classified staff position. The typical work hours for this position are Monday through Thursday, 7:00 a.m. to 4:30 p.m. and Friday 7:00 a.m. to 12:00 p.m.; however, must be available to work a flexible schedule when prior notice is given by the College.

While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility including having the ability to move materials on a regular basis such as files, books, office equipment, etc. and travel between buildings on campus. Manual dexterity and coordination are required to operate equipment such as computer keyboard, calculator, and standard office equipment.
