Job Summary:
We are seeking a highly organized and results-driven Procurement Officer to manage the procurement operations of our construction projects. The ideal candidate will be responsible for sourcing suppliers, managing purchasing activities, ensuring timely delivery of materials, and maintaining high standards of quality and cost-effectiveness. You will work closely with project managers to align procurement activities with the company's budget, timelines, and quality standards.
Key Responsibilities

Supplier & Subcontractor Management:

Conduct market research to identify and gather information on potential suppliers and subcontractors.

Develop and maintain an effective network of suppliers and subcontractors in line with the company’s market and growth strategies.

Keep accurate records and lists of approved suppliers and subcontractors.

Procurement & Logistics:
-
Ensure timely procurement of materials at the best rates, adhering to quality and safety standards, within the project's budget and cash flow conditions.

Prioritize procurement of long-lead materials based on the project schedule in coordination with the project manager.

Oversee all procurement processes including RFQ, bid evaluation, negotiation, purchase order issuance, and supplier evaluation from bid stage to delivery.

Administer and coordinate with project managers for site measurements and ensure accuracy before ordering materials.

Follow up on the timely delivery of materials to project sites.

Financial Oversight:

Verify supplier invoices by cross-referencing purchase orders and delivery notes for approval.

Evaluate suppliers' offers and prepare comparison sheets and recommendation reports within the allowable budget.

Review and verify commercial and financial terms of invoices from suppliers and subcontractors.

Ensure monthly progress invoices and stage payments are in line with contractual payment terms.

Contract & Vendor Management:

Issue subcontracts considering project budgets, timelines, quality plans, payment conditions, and other contractual terms.

Evaluate and finalize subcontractor variations, ensuring they align with contract obligations and specifications.

Prepare purchase orders or subcontract agreements as required.

Prepare technical submittals for selected materials and follow up for approval.

Compliance & Risk Management:

Ensure all procurement activities comply with industry standards and legal regulations.

Manage and mitigate risks related to procurement, including delivery delays, cost overruns, or quality issues.

Ensure compliance with safety, quality, and environmental standards during material procurement.
Qualifications

Bachelor's degree in Civil Engineering or a related field.

Minimum 5+ years of relevant experience in procurement, preferably in the construction or contracting industry.

Experience managing multiple projects and priorities in a dynamic environment.

Strong understanding of purchasing and subcontract administration processes.

Proficiency in both written and spoken English and Arabic.
