POSITION DESCRIPTION
The Fractional HR Manager provides part-time strategic HR leadership to support PPL’s growth, culture, and compliance needs. As a standalone HR professional in a small organization, this role balances hands-on day-to-day HR operations while developing a longer-term people strategy. The successful candidate will have experience in Benefits, Compliance, Employee Engagement & Relations, Learning & Development, and Talent Acquisition. Evolving our strong values-driven culture of collaboration and inclusion is a key deliverable The Fractional HR Manager partners closely with the COO and other members of the senior leadership team to design and execute initiatives that sustain performance, strengthen engagement, and align the workforce with organizational goals.
LOCATION: ON SITE: VERNON HILLS, IL 25 - 35 hours/month
PRIMARY RESPONSIBILITIES
HR Operations
- Develop, implement, and maintain HR policies, procedures, and programs that align with federal, state, and local employment laws.
- Administer payroll changes, compensation adjustments, and job descriptions.
- Manage benefits plans, open enrollment, broker relationships, and employee questions.
- Maintain HRIS data integrity, reporting, and employee files.
- Oversee HR documentation and ensure accurate recordkeeping for audits, regulatory reporting, and internal controls.
- Partner with legal counsel as needed to ensure compliance, mitigate risk, and support policy interpretation.
- Advise management on employee relations issues, ensuring fair and consistent application of policies.
- Prepare HR reports and recommend strategies to address risks, improve organizational health, and support long-term growth.
Employee Relations, Engagement and Development
- Serve as a trusted resource for employees and managers, providing guidance on employee relations, conflict resolution, and workplace behavior.
- Support leadership with communication strategies that improve clarity, trust, and team cohesion.
- Promote an inclusive, transparent, and supportive culture that reinforces PPL’s values and encourages high performance.
- Support employee engagement efforts through surveys, listening sessions, and action planning.
- Facilitate professional development initiatives, including role competency mapping, training recommendations, and individualized development plans.
- Identify training requirements and source appropriate solutions
- Conduct investigations, resolve conflicts, and mediate workplace concerns while maintaining confidentiality and compliance.
- Conduct exit interviews and develop actionable insights to reduce turnover and improve retention.
Talent Acquisition
- Partner with hiring managers to define role requirements, interview structures, and selection criteria.
- Hands-on candidate sourcing, screening, interview coordination, and offer development.
- Support new hire onboarding and integration to promote early success and retention.
DESIRED QUALIFICATIONS
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 5 – 8+ years of leadership HR experience, preferably within a scientific, manufacturing, or regulated environment.
- A track record operating as a fractional HR professional
- Strong knowledge of federal and state employment laws, HR compliance practices, and regulatory reporting requirements.
- Demonstrated experience in recruiting, employee relations, and supporting professional development
- Exceptional interpersonal, communication, and conflict-resolution skills.
- Ability to operate independently in a standalone or small-company environment is strongly preferred.
- Experience with BambooHR or other HR systems, performance management tools, and Microsoft Office Suite.
- Proven ability to build trust, maintain confidentiality, and support leadership decision-making.
- HRCI or SHRM certification preferred.
Pay: $50.00 - $55.00 per hour
