The Role

We're seeking experienced freelance Medicaid RFP Proposal Writers to develop compelling, compliant, proposal-ready narratives in response to Medicaid RFPs. You'll work across Medicaid populations including TANF, CHIP, LTSS, ABD, Foster Care, and Dual Eligibility.

Medicaid RFP experience is required. General proposal writers without MCO or Medicaid insurance experience will not be considered.

What You'll Do

• Write, revise, and edit high-quality proposal content in response to State Medicaid RFPs
• Translate technical program requirements into clear, persuasive narratives that emphasize client value
• Collaborate with pursuit and proposal teams to position client solutions effectively
• Participate in kickoff meetings, SME interviews, and review sessions
• Ensure content complies with RFP requirements, brand standards, and style guidelines
• Meet deadlines consistently, including occasional evening/weekend work during peak submission periods
• Track weekly hours and budget by project

What You Bring

• 3+ years of Medicaid RFP/proposal writing experience
• Direct experience supporting Managed Care Organizations (MCOs/MCEs)
• Strong understanding of State Medicaid program components
• Familiarity with proposal methodologies such as the Shipley model
• Proficiency working in live SharePoint and virtual desktop environments (offline work not permitted)
• Exceptional writing, editing, and organizational skills
• BS/BA degree preferred
• Limited travel to client sites may be required
