The Williamsport Area School District is accepting applications for an anticipated Full Time Purchasing Agent position. This technical support staff position is based at the District Service Center, Business Office; subject to the determination of the Superintendent, for the 2025-2026 School Year. This is a 7.5 hour, 245 day position and is subject to the minimum requirements listed on the Job Description below which include, but are not limited to; a high school diploma or equivalency or higher, and a minimum requirement of three year’s documented experience working with computerized purchasing procedures and systems. Must demonstrate competence in business practices, evaluation of products and materials related to purchasing. The ability to receive a passing score of 70% on a Purchasing/Procurement knowledge assessment is required. Qualifications for this position shall be based upon applicable verified work experience, verified educational/training/credentials, applicable testing results and the District’s defined qualifications for the position. Qualifications for this position are defined solely by the District, including an employee’s work attendance, disciplinary history, credentials and other job specific qualifications. EOE.

JOB DESCRIPTION


Basic Functions:

This is a technical administrative support position with primary responsibility for the coordination of procedures between the purchasing department and all other departments within the District for the procurement of materials and supplies in such a manner that ensures that the District derives maximum benefit from budgetary expenditures, competitive quotations and bids as required by the Pennsylvania School Code, 2 CFR Part 200 (for federally funded purchases), District policy and procedures.


Education & Experience:

Minimum of a high school diploma.

Minimum of three (3) years documented experience working with computerized purchasing procedures and systems, OR an Associate’s Degree (or higher) in Business or Accounting.


Knowledge, Skills & Abilities:

This position requires the ability to maintain a high degree of organizational planning and general business skills. He/she must demonstrate initiative, knowledge, and judgment. This position requires attention to detail in processing the appropriate expenditure of funds. Must demonstrate competence in business practices, evaluation of products and materials related to purchasing. Must have the ability to learn new software products required to perform job functions. Knowledge and the ability to assemble and organize data/information, maintain complex files and records, work independently, and assess various situations and make the appropriate decisions.


This position requires the ability to communicate purchasing functions and the status of individual accounts to employees of all levels within the organization.


The ability to receive a passing score on a Purchasing/Procurement knowledge assessment is required.


Authority & Responsibilities:

  • Initiates contacts with vendors relative to supply and equipment availability, invoices, purchase orders and contracts. (E)
  • Monitors the purchase order process. (E)
  • Coordinates the bidding procedures for supplies and equipment when the value of such purchases exceeds the bidding thresholds, and issues contracts upon action by the Board of Directors approving the purchase of equipment or services. (E)
  • Utilizes the Commonwealth of Pennsylvania Department of General Service Contracts and other cooperative purchasing arrangements when appropriate. (E)
  • Coordinates printed form requests for District summer printing.
  • Studies price trends and market conditions and keeps informed of sources of supplies and new product developments.
  • Develops and maintains appropriate records, such as vendor register, commodity register and bidder list. (E)
  • Provides accurate information about District policies, rules and regulations. (E)
  • Assists in fixed asset inventory and accounting. (E)
  • Assumes responsibility for correspondence relating to District purchasing activities. (E)
  • Evaluates purchasing procedures and recommends changes or adjustments to the Director of Finance & Accounting/Treasurer.
  • Communicates effectively (orally and in writing) with administrators, staff and the public. (E)
  • Is able to speak and write in a clear and concise manner. (E)
  • Operates office equipment, including but not limited to, fax machine, copiers, computers, telephones, intercom systems, etc. (E)
  • Maintains confidentiality of all business related information. (E)
  • Performs other related functions as directed by the Business Administrator, Director of Finance & Accounting/Treasurer, or designees.

Physical Requirements:

Sedentary—Exerts up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Involves sitting most of the time, but may involve walking or standing for brief periods of time.


Other Requirements:

Criminal Record must be reviewed and must show there have been no convictions within the past 10 years for any offenses involving Theft or other dishonest acts.


Auditory and Visual Requirements:

Within normal ranges with or without correction.


Equipment Used:

Office equipment such as computers, fax machines, telephones, copiers, etc.
