POSITION: Fuels Monitoring Lead

SALARY: $27.85 - $32.29

REPORTS TO: AFMO Fuels / FMO

LOCATION: Keller, Washington

Basic Functions: This is a non-exempt position. The Fuels Monitoring Lead performs a wide variety of complex fire management technical support functions, including leading other employees in the collection, inventory, processing, and reporting of data. Also serves as Monitoring Implementation Team Leader, Fuels Monitoring Lead and Smoke Monitor. Fuels Monitoring Lead serves as a technical specialist who plans, manages, directs, and supervises monitoring work and activities. As Smoke Monitor the incumbent will monitor and implement the methods and techniques necessary to achieve smoke management under the direction of the fuels manager or burn boss.

MINIMUM QUALIFICATIONS:

Education and Training:

• Must be 18 years old at the time of application.

• The position must possess a High School Diploma or GED AND 48 months of post-secondary education AND 24 months of work experience in a Natural Resource field OR High School Diploma or GED AND BS degree AND 24 months of work experience in a Natural Resource field OR (72) months combined education and specialized experience including at least 24 months in a Natural Resource field.

• Red Card qualified as a FEMO or FOBS capable of getting FEMO or FOBS within 2 years. Red card qualified as a RXB2 or capable of getting RXB@ within 2 years.

• Requires a valid driver’s license and be eligible for the Tribe’s vehicle insurance. In addition. Requires First Aid/CPR card or ability to obtain within 6 months of employment.

Knowledge, Skills, and Abilities:

• Previous participation as a technical specialist on an inter-disciplinary team tasked with evaluating impacts of purposed actions on resources.

• Previous planning projects and writing contract specifications.

• Previous experience as a COR administering contracts.

• Must be able to interpret topographic maps and conduct self-orientation in the field utilizing various instruments and reference resources.

• Demonstrated computer skills necessary to efficiently manage data, perform analysis of data, and prepare reports and other documents.

• Demonstrated ability and knowledge necessary to collect data utilizing necessary sampling protocols.

• Demonstrated ability to manage data and prepare reports utilizing fuels monitoring software.

• Demonstrated ability identifying fuel models.

• Extensive sampling experience, working with line intersect, fixed plot, point cover, cover frequency and ocular sampling methods in order to solve practical problems in a wide range of functions.

• Demonstrated ability to evaluate project objectives and design and implement appropriate sampling strategy.

• Demonstrated ability to design and implement relevant, stratified and statistical sampling strategies.

• Demonstrated ability to determine appropriate sample size considering sampling strategy and variation of sampled characteristics.

• Demonstrated ability to consistently make accurate measurements of herbaceous plants, shrubs, trees, fuels, fire behavior, and fire effects characteristics.

• Demonstrated ability to analyze and summarize data collected, document findings and make recommendations.

• Demonstrated ability to prepare maps utilizing Arc GIS software as well as Field Maps and/or Survey 123.

• Knowledge in the use of tools and equipment particular to fuels/fire management.

• Knowledgeable about practices used in the management and improvement of forests.

• Demonstrated ability to identify tree species, shrubs and herbaceous plants.

• Demonstrated ability to lay out in the field treatment units working from maps or photos.

• Ability to locate corners and accurately run property lines.

• Demonstrated ability to make estimates of fire behavior utilizing Behave Plus software.

• Ability to perform moderate to heavy physical tasks out of doors under all types of conditions.

• Ability to make mathematical calculations with speed and accuracy and to keep routine written records.

• Ability to understand and carry out oral and written instructions and to apply guidelines to varied situations.

• Skill in the use of manual and power tools and equipment used in fuels/fire management operations.

• Requires the ability to interpret topographic maps and conduct self-orientation in the field utilizing various instruments and reference resources.

• Requires the ability to navigate and traverse utilizing a GPS unit and/or Field Maps, download and process collected data utilizing applicable software.

• Requires the ability to identify fuel models. Requires the ability to identify tree species, shrubs and herbaceous plants.

• Requires the ability to collect, organize and manage field data using standardized data collection procedures.

• Requires collection and reporting of live and dead fuel loading as well as soil and vegetation moisture samples.

• Requires monitoring, obtaining and recording weather data.

• Requires the ability to monitor and map ongoing ignition operations.

• Requires the ability to record fire behavior characteristics such as rate of spread, flame length and general fire behavior.

• Requires the ability to plot fire progression on a map. Requires the ability to monitor and record smoke dispersion and air quality information.

• Requires the ability to remain physically fit to perform job requirements and maintain fitness throughout employment.

• Required arduous work capacity test.

• Requires ambulatory ability to sit for extended periods of time.

• Requires the ability to use near vision to read printed materials.

• Requires auditory ability to carry on conversations in person and over the phone.

• Requires the ability to retrieve work materials from overhead, waist, and ground level files.

• Requires sustained repetitive motions and manual and finger dexterity to write use a pointing device, keyboard at an acceptable, operate microcomputer, and operate other office equipment.

• Requires the ability to lift a minimum of 45 pounds.

• Requires the ability to safely operate vehicles, ORVs and other department equipment.

• Must have the near visual acuity to write and to read printed material and computer screens and to observe moving objects at a distance such as observe persons, and operate vehicles.

• Requires the ability to render first aid.

• Must be willing to work an alternate work schedule that may include weekends, holidays and extended hours.

• Must have the ability to work and drive in inclement weather conditions.
