Schedule: 37 ½ hours/week; Monday-Friday 9am-5pm, with ½ hour lunch (nights and weekends as needed).

Under the close supervision of a Department Supervisor and Graphic Artist 3, designs layouts of simple graphic or printed material including advertisements, brochures, newsletters, forms, reports, leaflets or books; compose mechanicals; assists in organizing graphic arts projects from conception to completion; may evaluate graphic design for style, arrangement, color, technique, and effect; electronically produce a simple finished product for digital and/or print publication, display or on-line usage; backgrounds, or other layouts using traditional media or electronic digitizing drawing tools; operate computerized typesetting equipment; does other design/advertising related duties as required.


Examples of Duties

You will work with a team of Graphic Artists and other Library staff to produce various materials that promote library programs, events and initiatives. Day-to-day activities include layout and design of poster advertisements, flyers, brochures, bookmarks, forms and ads. In addition to print material, the Graphic Artist will be responsible for creating digital art to be featured on the Ocean County Library website and social media platforms.

Examples of Responsibilities:

Designs layouts of graphic or printed materials for advertisements, brochures, forms, reports, leaflets or booklets; as well as any special projects that may be needed.

Organizes graphic arts projects from conception to completion.

Utilizes a variety of typesetting, page layout, graphic, and scanning software operating on multiple computer platforms in the preparation and layout of forms, publications, brochures and other display materials.

Works from copy and/or digital media to plan and prepare electronic files for traditional print or digital publications of forms, charts, diagrams, publications, brochures, etc.

May consult with staff to determine an agreed-upon end product and makes recommendations for proper job specifications and design/layout enhancements.

Imports text and graphics for manipulation and placement to create the desired effects of each design.

Participates in developing a product that is compatible with the chosen method/type of publishing/printing process.

Determines measurements for design based on area of placement, develops formats for printed material, style, techniques and medium for graphic arts projects.

Evaluates graphic design for style, arrangement, color, technique, and effect.

Determines format, size and arrangement of forms and researches new and updated software and fonts.

Proofreads material for accuracy and edits written material.

Digitally creates graphic material and/or lettering for title, backgrounds or other layouts and designs charts and graphs.

Applies appropriate safety procedures and checks working condition of printing & graphic’s department studio equipment and monitors use of equipment.

Determines and designs exhibits, displays and forms for printer capability and makes corrections as necessary, and also due to feedback from Graphic Artist 3 and/or Department Supervisor.

Designs office forms such as invoices and production sheets.

Assists in developing ideas and selects materials for exhibits, displays, promotions or presentations.

Assist on estimating necessary quantity of time, costs, materials, or personnel for accomplishment of assignments or goals.

Determines techniques for photography and makes/produces camera ready copy.

Checks working condition of graphic arts equipment, repairs minor malfunctions of equipment and cleans tools and work areas.

Digitally collects allowable photos and stock images for graphics projects.

May consult with outside agencies or individuals about information necessary for job assignments on available graphic services.

May provide technical advice to staff, peers, or management and interviews individuals for needed information.

May be required to inform individuals of procedures necessary for completion of forms or applications.

May consult with vendors or contractors and inform the responsible person or organization of difficulties, accomplishments, plans, or goals.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Knowledge, Skills and Abilities

Working knowledge and experience with modern graphic design software, especially the Adobe Creative Suite, including but not limited to the following programs: Illustrator, InDesign, Photoshop, Acrobat, etc.

Working knowledge of utilizing design software, as well as all applications and hardware associated with a MAC computer.

Working knowledge of Microsoft applications, such as Outlook and Teams.

Knowledge of the philosophy and purpose of public libraries in general, and the Ocean County Library in particular if required by assignment.

Knowledge of all aspects of computer graphics production.

Knowledge of the Ocean County Library branding and current design trends, and incorporating those trends into the Ocean County Library brand.

Knowledge of age-specific and needs-based specific design trends, and applying to designs for Ocean County Library’s varied marketing focus.

Knowledge of layout, graphic arts and media techniques.

Knowledge of principles of graphic arts design and techniques of copy preparation, composition, layout exhibits, forms design, photography, and procedures of printing.

Knowledge of layout specifications for printing and printing terminology.

Knowledge of aesthetic design and color registration techniques.

Knowledge of color process printing and principles of color theory.

Knowledge of the types and characteristics of graphic arts equipment and software.

Knowledge of page layout software and basic printing and publishing terminology.

Knowledge of lettering techniques and their application for applying commercial lettering to layout design.

Knowledge of HTML and Web software.

Knowledge of the proper use of various common file formats (PDF, JPG, TIFF, PNG, EPS, AI, PSD, INDD; as well as all Microsoft Office file types).

Knowledge of modern/current elements which make effective exhibits or displays and advertising techniques.

Knowledge of limitations and capabilities of printing equipment.

Knowledge of advantages, disadvantages, potentials, and limitations of art materials, media, and processes.

Knowledge of types and weights of paper stock.

Knowledge of types of printing ink and multicolor processing techniques.

Knowledge of procedures for cleaning tools and work area.

Knowledge of proofreading symbols with the ability to compare written, printed or numerical material for extreme accuracy.

Knowledge of Standard English grammar; for example, syntax, punctuation, verb agreement, or tense.

Knowledge of techniques for trimming and mounting artwork or photographs.

Knowledge of desktop publishing software, graphic arts software and/or paint and drawing hardware/software tools.

Knowledge of commercial printing plant operations.

Knowledge of bookbinding equipment for brochures, pamphlets, books, and other printed material.

Knowledge of types of graphics software packages.

Knowledge of postal service specifications for placement of wording on envelopes, postcards or other mailed, printed materials.

Knowledge of established safety procedures and guidelines.


Knowledge of basic principles, capabilities and operation of computer systems with skill in operating a computer with common business and graphics software.

Knowledge of the following Microsoft software: Teams, Outlook, Office.

Ability to continually participate in training and learning new digital software techniques for efficient workflow in the department.

Ability to use layout equipment and tools to make precise measurements for graphic designs.

Ability to plan graphic arts projects, to follow written orders, directions, or plans.

Ability to perceive color differences and to match tints or shades through color matching chart such as Pantone Color Matching System (PMS).

Ability to produce artwork from verbal description of requirements.

Ability to interpret job specifications.

Ability to select graphics that communicate conception or idea to target audience.

Ability to identify software/hardware problems associated with the creation and production of text and graphics.

Ability to establish goals and set priorities for efficient workflow to meet strict deadlines.

Ability to design graphics using aforementioned computer software.

Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Education and Experience Requirements

EDUCATION:


Graphic Artist 1 is a competitive Civil Service title.
The selected applicant must be either (a) reachable on an active eligible list or (b) if a complete list doesn’t exist, successfully complete the Civil Service exam process and be reachable on the resulting list.

Graduation from an accredited college or university with an Associate's degree in Graphic Designs or Multimedia.

NOTE: Applicants who do not possess an Associate's degree may substitute a postsecondary certificate of completion of a business or vocational course of study in page layout and/or graphic design software with an emphasis on publishing applications.

EXPERIENCE

One (1) year of experience in work involving graphic arts.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
