EDUCATION and/or EXPERIENCE
Bachelor's degree in business administration, civil or mechanical engineering, or a closely related field and a minimum of five years of experience in industrial, custodial/landscape, or facilities maintenance, three years of which must have been in a supervisory capacity. Experience in budget preparation and analysis, planning, staffing procedures, and coordination of personnel training and safety programs is desired. Experience in a planned maintenance environment using a computerized maintenance management information system, as well as a working understanding of the technical terminology relevant to the Office's specialty, is highly desirable. Knowledge of the current labor contract is highly desired, as well as experience dealing with union representatives. In lieu of a degree, directly related experience may be substituted on a year-for-year basis.

INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.

SUMMARY
Supervises the activities of personnel that are assigned to the Buildings and Grounds Department of Facilities Maintenance. Supervises employees (including Foremen) mechanics, technicians, and/or various servicepersons. Assigns work and/or supervises employees involved in the maintenance of equipment and signage (Journeyman Mechanics), Landscape Maintenance (Serviceperson VII), and Custodial & Landscape Services (Serviceperson IA & VI). Because of the large scope of responsibility and safety involved, this position requires 24 hour "on-call" availability, to respond during emergencies, special events, weather related problems, etc. Carries out major assignments in conducting the operations of the business. Performs work that affects business operations to a substantial degree.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervises all maintenance work, to ensure high quality work at a minimum cost. Conducts inspections and acceptance reviews. Implements and promotes division safety and training programs.
  • Conducts routine job inspections to prioritize work requests to enable the best use of available resources.
  • Interacts with architectural and engineering personnel on repair, redesign, retrofit and various mandated compliance requirements.
  • Assists in the coordination of major projects involving other departments, offices, or branches with the Authority.
  • Assists in the preparation, analysis, and development of the operating and capital budgets.
  • Monitors and reports to the manager internal and external factors affecting the branch by analyzing work programs, performance measures, and customer surveys.
  • Interacts with personnel administration, labor relations, procurement, and contracting services.
  • Assists in design review of new construction and makes recommendations.
  • Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES
Supervises employees, including foremen, mechanics, technicians, and/or service persons. Interviews, hires, and coaches’ staff. Identifies staff development needs and develops annual performance plan. Directs staff in developing and implementing departmental work programs, projects, and performance plans. Creates and maintains a consistent quality-focused orientation among subordinate employees which supports the division's Code of Conduct and Mission Statement.

LANGUAGE SKILLS
Must possess excellent verbal and written communication and organization skills to give employee assignments, facilitate meetings, deal with customers, and relay reports to other departments within MARTA. Must be able to write grammatically correct letters, memos, and reports.

MATHEMATICAL SKILLS
Must have excellent math skills in order to calculate budget requirements, give manpower estimates, calculate work schedule time at each location, and do basic accounting for estimates, surveys, and reports.

REASONING ABILITY
Must have excellent reasoning ability in order to make logical decisions about work processes, public and employee safety, and customer problems or concerns. Must be able to make sound decisions on material and personnel.

CERTIFICATES, LICENSES, REGISTRATIONS
Must have a valid Georgia Driver's License, in order to transport employees or supplies during an emergency.

PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
1. Walks or stands for up to 2 hours per shift.
2. Sits for up to 7 hours per shift (including lunch, breaks, etc.).
3. Occasionally kneels, squats, stoops or bends.
4. Occasionally bends forward at the lower back to perform tasks.
5. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
1. Walks on concrete and other floor surfaces that may be slippery or uneven.
2. Walks on MARTA properties and construction sites.
