To be a successful General Counsel / Advocacy Liaison, you must be able to do the following always:

1. Provide advocacy on matters of public policy.

2. Provide legal counsel to the CEO, Executive Leadership, various departments, and the Board of the nonprofit to ensure they understand their legal obligations and a range of legal issues.

3. Review all services offered by EmberHope to ensure they remain compliant with any relevant regulations, complying with applicable federal, state, and local laws.

Provide staff training on a range of nonprofit tax and political compliance topics.

4. Study active claims, litigation, review regulatory and tax filings.

5. Serve as liaison with external legal representation on matters.

6. Ensure there are proper document retention procedures in place and get up to speed on any other relevant matters immediately after hiring.

7. Follow Company Policy and Procedure and operate according to the Company’s Program Practice Guidelines.


How you will spend your time in this job:

  • 40% Executive counsel
  • 30% Advocacy and Public Policy
  • 20% Contracts, Services, Regulatory, Federal, State, and Local Laws.
  • 10% Claims, Litigation, and External Liaison


To qualify for this job, you need to have:

1. Degree Requirement - bachelor’s degree, J.D. from an accredited law school.

2. A member of the Kansas State Bar in good standing. Certified to practice law in the State of Kansas.

3. 21 years of age. Must pass a background check, fingerprinting, and physical and drug screening.

4. Work Experience – Prefer two years of experience in legal practice and a legislator or lobbyist.

5. Experience in Employment Law, Mergers or acquisitions, marketing issues, compliance, tax laws, and advocacy for public policy.

6. Knowledge of the child welfare system and practices.

7. Maintain agency-required training.

8. Ability to travel throughout the state.

9. Subject to inside conditions frequently, with protection from weather conditions but not necessarily from temperature change. (Physical working requirements).
