General Counsel- Correctional Healthcare

Position Summary
Correctional Healthcare Partners (CHP) seeks a highly skilled General Counsel to oversee all legal matters impacting the organization. The General Counsel will serve as the chief legal advisor to senior leadership, ensuring compliance with federal, state, and local laws while navigating the complex intersection of correctional healthcare, litigation, and regulatory oversight. A critical focus of this role will be guiding the organization through consent decrees and legal mandates related to correctional healthcare delivery, with an emphasis on protecting the company’s integrity, minimizing risk, and advancing its mission.
This is a primarily remote position, with occasional travel required for site visits, legal proceedings, and executive meetings.

Key Responsibilities

  • Provide strategic legal counsel to the CEO, executive leadership, and Board of Directors on all corporate, regulatory, and healthcare matters.
  • Advise on compliance with federal and state correctional healthcare standards, including requirements under consent decrees, settlement agreements, and court oversight.
  • Manage and oversee litigation, including claims related to inmate healthcare, civil rights, employment law, and contractual disputes.
  • Draft, review, and negotiate a wide range of contracts including service agreements, vendor partnerships, and managed care contracts.
  • Partner with clinical, compliance, and operations teams to ensure alignment with legal mandates and best practices in correctional healthcare.
  • Serve as liaison with external counsel, government agencies, and monitoring bodies overseeing jail healthcare consent decrees.
  • Lead risk management initiatives, identifying areas of potential exposure and implementing proactive strategies to mitigate liability.
  • Oversee corporate governance, ensuring policies and practices are consistent with ethical standards and legal requirements.
  • Provide training and guidance to leadership and staff on legal and compliance matters.

Qualifications

  • Juris Doctor (JD) degree from an accredited law school; admission to at least one state bar required (multi-state licensure preferred).
  • 10+ years of legal experience, with a strong background in healthcare law, correctional healthcare, or government compliance.
  • Demonstrated experience advising on or working within jail/prison healthcare systems, particularly under consent decrees, settlement agreements, or court-mandated oversight.
  • Strong knowledge of healthcare regulations (HIPAA, EMTALA, ACA, Medicaid/Medicare), employment law, and civil rights law.
  • Proven ability to manage litigation and coordinate with external counsel.
  • Exceptional negotiation, communication, and problem-solving skills.
  • High level of integrity, discretion, and judgment in handling sensitive matters.

Preferred Experience

  • Prior in-house counsel experience in a healthcare organization, correctional health provider, or government agency.
  • Direct engagement with federal monitors, Department of Justice, or court-appointed compliance officers.
  • Familiarity with correctional operations, public safety agencies, and healthcare delivery in high-risk environments.
