General Manager - Design D Engineering Consultancy

Position Overview:

The General Manager will lead and oversee the end-to-end operations of Design D Engineering Consultancy, ensuring excellence in design review, site supervision and specialist technical services. The role requires strong leadership, commercial acumen and technical depth to manage multidisciplinary teams, ensure compliance with regulatory standards and align service delivery with PCFC-I’s strategic objectives and development vision.

Design Review & Technical Governance

• Provide executive oversight of multidisciplinary design review functions covering architectural, structural, MEP, infrastructure, and sustainability disciplines.
• Ensure consistent application of authority regulations, international codes, and PCFCI standards across all design reviews.
• Champion design quality, constructability, safety, and cost efficiency through value engineering and early technical interventions.
• Act as the final escalation point for complex technical issues, approvals, and high-risk design decisions.

Project Delivery Oversight & Project Assurance

• Oversee site supervision operations to ensure projects are delivered in accordance with approved designs, specifications, contractual requirements, and HSE standards.
• Establish governance frameworks for monitoring progress, quality, compliance, and risk across all supervised projects.
• Ensure effective deployment, performance management, and capability development of supervision teams.
• Provide senior-level engagement with clients and contractors to resolve critical technical, quality, or delivery issues.

Specialist and Outsourced Services Management

• Define the strategy for engaging specialist and outsourced service providers to support complex and high value projects.
• Approve the selection, onboarding, and performance management of specialist consultants and service partners.
• Ensure outsourced services are fully integrated into Design D’s delivery, quality, and governance frameworks.

Financial & Commercial Accountability

• Manage overall responsibility for Design D’s financial performance, including budgets, revenue targets, margins, and cost control.
• Approve business plans, project proposals, fee structures, and contractual arrangements.
• Ensure strong financial discipline through effective resource planning, cash flow management, invoicing, and financial reporting.
• Work closely with PCFC Finance to ensure transparency, compliance, and timely reporting.

Governance, Risk & Compliance

• Ensure full compliance with PCFC, Trakhees, and Dubai Government regulatory frameworks.
• Embed strong governance, risk management, and quality assurance practices across all consultancy and supervision activities.
• Ensure contracts, technical deliverables, and operational decisions align with corporate policies and risk appetite.

Qualifications

• Minimum of 15 years’ progressive experience in engineering consultancy, design review, and site supervision, including senior leadership roles.
• Demonstrated experience leading complex real estate, infrastructure, or mixed-use developments.
• Strong knowledge of UAE regulatory environments, authority approvals, and design codes.
• Proven experience in business strategy, P&L ownership, and senior stakeholder management.
