GIS is an emerging and expanding focus area for Chippewa County, and we are excited to grow this function as part of an organizational restructure. The newly added job positions provide a rare opportunity to help define the role, influence how GIS is utilized across the County, and be part of implementing new processes and initiatives. The County will be making one hire whose qualifications best align with the needs of the position.
The GIS Coordinator position will plan, coordinate and supervise all activities related to the analysis, design, development, implementation and maintenance of the GIS and associated professional services, databases and software applications for most effective and efficient use by County departments, outside agencies and the community. This position will have a starting pay range of $32.29 - $36.33/hour.
Essential Duties and Responsibilities: Develop and maintains a strategic GIS technology vision that is linked to the County's goals, mission and values and current technology trends/Coordinates GIS activities between county departments, municipalities, state agencies, and other public and private entities/Monitors, maintains and oversees the county's GIS applications, system design, data, evaluations, cost analysis, risk assessment and budget accountability.
Knowledge, Skills and Abilities: Knowledge of GIS data modeling, spatial database design, and data management techniques/Knowledge in us of ESRI software (ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Server, ArcGIS Extensions) including tools, databases and resources such as Model Builder, Shapefiles, Geodatabases and Web Services, DrainageDB, NG911 Dispatch mapping, EagleView(Pictometry), and Microsoft Office products including Excel formulas and pivot tables/Knowledge in use of MS Office Suite including Word, PowerPoint, Excel and Access/Knowledge of county government workflows, processes, policies and how GIS is used.
Minimum Requirements: Bachelor of Science in GIS, Geography, Computer Science, Surveying or related field; and/Four years of experience in related field; or/Equivalent combination of education/training/experience/MN Drivers License/Obtain Drone Remote Pilot License within one year of hire.
GIS Technician:
The GIS Technician will perform intermediate skilled technical work managing the County's Geographic Information System applications and systems; enhancing the effectiveness and efficiency of existing systems through GIS activities; and providing technical GIS support services and products to County Staff. This position will have a starting pay range of $28.97 - $32.62/hour.
Essential Duties and Responsibilities: Coordinates design, development, structure, maintenance, storage, and inventory of geographic and attribute databases and web mapping applications with multiple County departments/utilizes concepts and techniques of data scripting, modeling, and geoprocessing/Develops business processes to coordinate the distribution of databases; data exchange between departments, agencies, and vendors; automated nightly updates; and response to data requests for information/ Assist departments with data requests.
Knowledge, Skills and Abilities: Knowledge of GIS data modeling, spatial database design, and data management techniques/Knowledge in us of ESRI software (ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Server, ArcGIS Extensions) including tools, databases and resources such as Model Builder, Shapefiles, Geodatabases and Web Services, DrainageDB, NG911 Dispatch mapping, EagleView(Pictometry), and Microsoft Office products including Excel formulas and pivot tables/Knowledge of global positioning equipment/Knowledge of principles, practices, methods, and techniques used in GIS and land surveying/Knowledge of principles, practices, methods, and techniques used in GIS and land surveying.
Minimum Requirements: Bachelor of Science in GIS, Geography, Computer Science, Surveying, or related field; and/Two years of experience in related field; or/Equivalent combination of education/training/experience/Valid MN Drivers License/Obtain Drone Remote Pilot License within one year of hire.
