FUNDING SOURCE: THIS POSITION IS PARTIALLY OR FULLY GRANT FUNDED. EMPLOYMENT IS CONTINGENT UPON
AVAILABILITY OF FUNDS.

MINIMUM REQUIREMENTS:

A Bachelor’s degree in Business Administration, Accounting, Finance, Administrative Services, or related field with emphasis
in Business Administration is preferred. Five (5) years of increasingly responsible experience performing work in eligibility,
recruitment, selection, enrollment, and attendance (ERSEA) and budget management is preferred. Three (3) years’
experience working with State and Federal regulated early learning programs, preferably Head Start, working with large
grant funded budgets, and management of processes and systems. Proficiency in Microsoft Office Suite including Word,
Excel, Outlook, Power Point, and databases such as COPA. Bilingual (English/Spanish) speaking, reading, and writing is
required due to the extensive communication with prospective and enrolled families.

JOB PURPOSE AND RESPONSIBILITY:

This position is directly responsible for the overall administration, supervision, coordination, and organization of the ERSEA
function of AISD’s Head Start program, monitoring and accurately reporting budgets, and assisting the Head Start Director
with duties and responsibilities of the office as required. Incumbent will coordinate services with other management
personnel and staff to meet the goals of AISD’s Head Start program to ensure program eligibility, ongoing full program
enrollment, ongoing program recruitment, daily attendance, and maintenance of wait list. Incumbent will assist with other
financial department functions necessary in day-today activities and may assist with the development and maintenance of
the annual budget and long-range budget planning. Incumbent will apply professional expertise and oversight ensuring that
AISD’s Head Start program complies with all applicable regulations and Head Start Performance Standards.

ESSENTIAL FUNCTIONS:

  • Develops, organizes, and implements ongoing monitoring and quality assurance systems pertaining to
programmatic and financial compliance and quality with Head Start regulations.
  • Develops, maintains, and manages system(s) to track the eligibility, recruitment, selection, enrollment, and

attendance of children to comply with internal guidelines and federal and state program regulations.

  • Evaluates, designs and monitors systems to process enrollment applications, including determination of eligibility
and selection criteria; provides input and solutions to develop and or revise the agency’s ERSEA systems, policies,
and procedures.
  • Provides oversight for processing applications ensuring accuracy and timeliness; verifies income and eligibility

qualifications of children and families; and ensures applications are complete and data is accurately entered into
the COPA database.

  • Ensures on-going monitoring, tracking, follow-up, and analysis of enrollment data; produces regular reports for

management meetings and/or on an as needed basis; maintains systems, databases, files, etc. ensuring security of
data.

  • Creates and maintains record keeping and reporting policies for waitlists, enrollment, attendance, and timelines;
schedules and procedures in accordance with internal policies and procedures and designated state and federal
program requirements; compiles and submits Program Information Report (PIR) data on a periodic basis.
  • Reviews program data provided through monthly reports and assessment systems to identity patterns and trends

that inform continuous quality improvement.

  • Analyzes community assessment information and facilitates planning efforts to assist in determining program
design options, recruitment efforts and enrollment guidelines for Head Start; determines the need for, and
participates in, the coordination of recruitment activities to provide information and enrollment opportunities to
children and families; provides information, referral and coordinating efforts to link staff and families with
appropriate childcare resources.
  • Maintains enrollment forms, ensuring information is current, correct and is properly disseminated to all necessary

staff to meet internal guidelines and program requirements; ensures records and data is managed and stored in a
confidential manner.

  • Respects and maintains the rights and privacy of all staff, parents, and children; maintains confidentiality of data in

accordance with AISD policy and legal requirements.

  • Provides oversight for student and family record policies and implementation including responding to subpoena and
other record requests.
  • Participates in meetings and trainings of staff, AISD Board of Trustees, and Head Start Policy Council to ensure all

understand eligibility according to applicable federal regulations and program policies and procedures.

  • Perform accounting and financial functions, including preparing monthly fiscal reports and budget and expense
analysis, monitoring grant related expenditures and revenue, and reporting any inconsistencies with the approved
budget and management plan to the Head Start Director.
  • Prepare program budgets and financial reports with a complete understanding of the Performance Standards, Head

Start Act, Administrative and Cost Principles for federally funded programs, and other funding source requirements,
operational requirements, cost to enrollment model, allowable costs and in-kind or matching contributions.

  • Prepare grant revenue and expenditure projections used in budget development and other financial planning
activities.
  • Provide an exceptional customer experience for all AISD stakeholders with intentional and professional practices
that promote a culture of respect and focus on achieving equitable outcomes.


OTHER DUTIES AS ASSIGNED:

Perform other related duties as assigned; however, all employees are expected to comply with lawful directives in rare
situations driven by need where a team effort is required.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

The physical demands described here are representative of those that must be met by an employee to successfully perform
the essential functions of this job. Work is performed in a normal office, the AISD warehouse, or campus setting with no

unusual physical demands or exposure to hazardous situations. This position may require travel to campuses. This position
may involve rare exposure to blood or body fluids. Regular attendance is required for this position.

PERSONAL WORK RELATIONSHIPS:

This position reports directly to the appropriate supervisor of the department. Incumbent has regular contact with
administrators, teachers, and other Austin ISD employees.
