Job Summary:

We are seeking a highly skilled and bilingual GL/AL/AP Oracle EBS Financial Consultant (Arabic) Oracle EBS Financial Consultant with deep expertise in implementing GFMIS and Public Financial Management (PFM) solutions, particularly for Ministries of Finance. The ideal candidate will have a solid functional background in a wide range of Oracle Financial modules and a proven ability to deliver high-quality documentation in both Arabic and English. This role requires strong communication, analysis, and stakeholder engagement skills to support large-scale government finance transformation initiatives.

Key Responsibilities:

· Document functional specifications, user manuals, and training materials in both English and Arabic.

· Implementation and support of Oracle E-Business Suite (EBS) modules along with existing EBS Financial Functional Team:

• General Ledger (GL)
• Accounts Payable (AP)
• Accounts Receivable (AR)
• Fixed Assets (FA)
• Cash Management (CM)
• Treasury
• Purchasing (PO)
• Inventory (INV)
• iProcurement
• iSupplier Portal
• Internet Expenses (OIE)
• Project Costing

· Configure and customize Oracle modules in alignment with government PFM processes and legal frameworks.

· Support the design and implementation of GFMIS platforms with a focus on improving transparency, control, and accountability in public finance.

· Conduct business requirements gathering, gap analysis, and solution design workshops with both Arabic- and English-speaking stakeholders.

· Translate business needs into Oracle functional configurations and recommend best practices in public sector financials.

· Collaborate with technical teams for system integration, data migration, and reporting developments.

· Provide support during Sprints, Internal Testing, Training, OAT, Pilot and Rollouts.

· Assist in implementing budgeting structures, commitment controls, funds management, and other PFM components.

Required Skills & Qualifications:

• Minimum 8 years of experience in Oracle EBS Financials implementation and support.
• At least 2 full-cycle GFMIS or PFM projects for Ministries of Finance or other government agencies.
• Hands-on experience across Oracle Financials modules: GL, AP, AR, FA, PO, CM, Treasury, Inventory, iProcurement, iSupplier, Internet Expenses, Project Costing.
• In-depth understanding of Public Financial Management (PFM) concepts, government budgeting, and fund accounting.
• Strong functional knowledge of Oracle’s best practices for public sector accounting and financial operations.
• Familiarity with AIM / OUM methodologies for Oracle implementations.
• Experience with government financial frameworks and integrations with external treasury or budgeting systems.

Language & Communication:

• Fluent in Arabic and English (both spoken and written).
• Proven ability to create detailed, user-friendly documentation in both languages.
• Excellent communication and presentation skills, particularly in mixed-language environments.

Education & Certifications:

• Bachelor’s or Master’s degree in Finance, Accounting, Business, or Information Systems.
• Oracle Financials Functional Certification (preferred).

Preferred Experience:

• Prior experience working directly with Ministry of Finance or similar government entities.
• Understanding of local government finance law, controls, and audit processes.
